Psychoneurological dispensary , abbreviated psychiatric dispensary [1] , abbr. PND is a type of medical and prophylactic medical institution ( dispensary ) in the USSR , Russia and the CIS countries , designed to serve patients with mental disorders in community-acquired settings.

Neuropsychiatric Dispensaries of Russia

Psychoneurological dispensaries in Russia provide specialized psychiatric , psychotherapeutic and social assistance to the population. Doctors of a neuropsychiatric dispensary carry out a medical and consultative appointment with voluntary treatment of a person. Social workers at neuropsychiatric dispensaries can also help patients with mental health problems find a job [2] . In addition, the dispensary’s staff can provide legal and social assistance to mentally ill patients, as well as forensic psychiatric and disability examinations. According to article No. 27 of the Russian Psychiatric Care Act , dispensary observation by a neuropsychiatric dispensary can be established for a person “suffering from a chronic and protracted mental disorder with severe persistent or often exacerbating painful manifestations” [3] . Dispensary observation entails certain restrictions for persons with mental disorders and may cause a refusal to issue a permit to carry weapons and / or to issue a driver’s license [4] .

In cities with a small population and in rural settlements, where, according to existing standards, it is impossible to organize a neuropsychiatric dispensary, psychiatric rooms are created (as part of general clinics).

Psychiatric registration of patients with a diagnosed mental disorder has been carried out by neuropsychiatric dispensaries in the USSR and the RSFSR since 1964, but in the early 1990s the USSR order “On compulsory registration ...” was canceled by the RF Ministry of Health [5] . Thus, the registration of persons with a mental disorder is no longer conducted on the territory of Russia.

Neuropsychiatric Dispensaries of Kazakhstan

Neuropsychiatric dispensaries in Kazakhstan are a legal entity, an independent healthcare institution, with an administrative territory (district) assigned to it and financing from the state [6] . Dispensaries can act as the educational and clinical base of medical schools and research institutions [6] . Neuropsychiatric dispensaries are directly administered by the local health authority [6] .
