Biography
Born on February 15, 1948 in the village of Sergeevka, Khabarovsk District, Khabarovsk Territory, in a military family.
He graduated from the Leningrad Hydrometeorological Institute with a degree in Oceanology (1971).
In 1971-1974 Marine Hydroparty Engineer in Petropavlovsk-Kamchatsky . Since 1974, assistant professor of physics at the East Siberian State Technological Institute (Ulan-Ude). In 1976 he entered the graduate school of the Department of Geophysics of the Physics Faculty of Moscow State University (Department of “Physics of Sea and Land Waters”), in 1980 he defended his thesis on the subject “Experimental study of tear-off flow behind an obstacle of smooth form”. Since 1980, senior lecturer, associate professor, head of the Department of Applied Mathematics, East Siberian Technological Institute .
Since 1996, the head of the public organization "Buryat Regional Association for Baikal", was engaged in solving the problems of Lake Baikal .
From 1989 to 1991, he was a deputy of the Supreme Council, [2] People's Deputy of the USSR . He took part in the development of the bill “On the protection of Lake Baikal”.
