Pahlevanyan, Gurgen Artashesovich

Gurgen Artashesovich Pakhlevanyan ( Armenian Գուրգեն Արտաշեսի Փահլևանյան ; 1908 - 1986 ) - Soviet Armenian state and party leader. Chairman of the Executive Committee of the Yerevan Council of Workers' Deputies from June 1, 1957 to March 21, 1960 [1] .

Biography

Gurgen Pakhlevanyan was born on February 23, 1908 in the city of Kars [2] , he studied at a local school. After the city was captured by Turkish troops in 1920, he and his family moved to Tbilisi . There he graduated from the 82nd labor school in 1925, and a year later entered the hydrotechnical department of Yerevan State University . In 1929 he practiced on the DnieproGES under construction [3] .

In February 1931 he graduated from the university and moved to Meghri , where he became head of the Megri district department of water management. Later he worked as a technician at the Aigerlich Water Lifting Station. In 1940, he joined the VKP (b) and was appointed deputy people's commissar of the water economy of the Armenian SSR, G. A. Agaghanyan [3] [2] .

In 1941, after the beginning of the Great Patriotic War , he was drafted into the army in the sapper battalion. In 1942 he was transferred to the engineering troops of the 45th army , took part in the construction of fortifications near the border with Turkey. Since 1943 - Chief Engineer of the Transcaucasian Frontline 57th Separate Directorate of Military Field Construction. He graduated from the war in the rank of captain [3] .

After demobilization in 1946, Gurgen Pakhlevanyan was appointed head of the Vodoproekt project organization in Yerevan . From 1947 to 1950 he served as Minister of Public Utilities of the Armenian SSR [3] [2] .

In January 1950, he was elected First Secretary of the Molotov District Party Committee of Yerevan. In the same year, he became the first deputy chairman of the Executive Committee of the Yerevan City Council. On the instructions of the first secretary of the Central Committee of the Communist Party of Armenia, G. A. Arutinov, organized work on planting forests on Tsitsernakaberd dais. In 1952, after the organization of administrative districts in the Armenian SSR, he was appointed Chairman of the Executive Committee of the Yerevan District Council . He remained in this position until the abolition of districts in April 1953, after which he briefly worked as director of the design institute of the Ministry of Agriculture [3] [2] .

In 1953 he was elected second secretary of the Yerevan city committee of the Communist Party of Armenia, and in 1954 he became first secretary [3] [2] . In 1956 he was a delegate to the XX Congress of the CPSU .

In 1957, Gurgen Pakhlevanyan was elected deputy of the Yerevan City Council. At the suggestion of S.A. Tovmasyan, First Secretary of the Central Committee of the Communist Party of Armenia , Gurgen Pakhlevanyan was elected Chairman of the Executive Committee of the Yerevan Council of Working People’s Deputies, although at first he refused this post [3] . He worked in this post from June 1, 1957 to March 21, 1960 [1] . Pahlevanyan was actively involved in combating bribery in the distribution of housing. Under his personal responsibility, a monument to David of Sasun was erected in Yerevan, despite the struggle with excesses unfolded at that time [3] .

After his resignation in 1960, Pakhlevanyan became deputy chairman of the State Committee of the Council of Ministers of the Armenian SSR on science and technology. In 1961, he was appointed head of the Central Statistical Office under the Council of Ministers of the Armenian SSR, and worked in that post until his retirement. In 1971, he was elected Chairman of the Audit Commission of the Armenian Communist Party [3] [2] .

In 1981, Gurgen Pakhlevanyan retired. He died in Yerevan in 1986 after pneumonia [3] [2] .

Family

In 1929, Gurgen Pakhlevanian married Araks Sargsyan, whom he knew from the Tbilisi school. They had three sons - Romain, Karen and Babken [3] .
