The current flag was approved on December 24, 2003 by decision No. 149 of the Ulyanovsk City Duma and entered into the State Heraldic Register of the Russian Federation under number 232.

Description

The flag is a rectangular panel with a height-to-length ratio of 2: 3, consisting of three equal vertical stripes: two blue (at the edges) and one white (in the center). In the center of the white band there is a yellow imperial crown, whose height at the extreme points is 3/11 of the height of the cloth, and the width at the extreme points is 1/5 of the length of the cloth. The blue stripes on the flag represent the rivers Volga and Sviyaga . The golden crown binds the flag and emblem of the city.
