He graduated from the Kamenetz-Podolsk Theological Seminary , the Odessa Infantry Cadet School , served in the 110th Kama Infantry Regiment with a station in Kaunas . In 1911 he was transferred to the 9th Lomzhinskaya frontier brigade. Participated in the First World War . From September 1916 - lieutenant colonel, battalion commander and assistant regiment commander. In November 1916 he was awarded the Golden Georgievsky weapon . From 1917 he was a colonel of the Russian army.
Delegate of the first and second all-Ukrainian military congresses. Member of the UCR , GVK . From the end of July 1917 - the representative of the Ukrainian General Military Committee at the General Staff in Petrograd .
He belonged to the Ukrainian Socialist Revolutionary Party (centrist trend), being one of the leaders of the party. After the October Revolution he returned to Kiev, where he became Assistant Secretary General of the Military Secretary Simon Petlyura .
He took direct part in the January battles against the Bolsheviks. From January 29, 1918 - Acting Minister of War of the UNR . From March 9, 1918 - Minister of Maritime Affairs of the UNR. From March 22, 1918 - Minister of War of the UNR.
Author of bills on the organization of the Ukrainian regular army. At a government meeting on March 15, 1918, he outlines the main directions of the new military policy, the main goal is to form a national army, asserts the need to introduce unity of command, proposes to establish a military school and the Academy of the General Staff.
On April 29, 1918, the German occupation authorities arrested Zhukovsky on suspicion of involvement in the abduction of banker A. Dobry. On July 25, the German court-martial offered to convict A. Zhukovsky for 2 years and 6 months in prison, but as a result he was sentenced to a 2-year imprisonment.
Under the Directorate of the UNR , the commander of the Separate Border Corps , the head of the garrison in Kamenets-Podolsky . He participated in the creation of the Committee for the Protection of the Republic, one of whose tasks was to direct the UPR to the path of cooperation with the Soviet authorities.
From March 1919 - Ambassador and Military Attache of the UNR in Czechoslovakia and the head of all UNR embassies abroad. On September 13, 1919, Zhukovsky was appointed inspector of UNR military missions in Prague , Berlin , and Vienna .
1920 represented the UCPR at the Berne International Congress in Geneva .
In August 1921, he negotiated with the government of the Ukrainian SSR on the return of the Vienna Group of the UCPR to Ukraine. He returned in 1922 to the USSR, died a few years later.
