Born on November 2, 1959 in the village of Varvarino, Muchkap district, Tambov region. Father, Frolov Ivan Vladimirovich, worked as a team leader of the integrated team of the Victory collective farm, mother of Anna Frolova Ustinovna, chairman of the executive committee of the Shapkinsky village council of the Muchkap district.

In 1983 she graduated from the Volgograd State Medical Institute (now the Volgograd State Medical University ) with a degree in pediatric surgeon, in 2003 - from the Volga State Academy of Public Administration named after P. A. Stolypin (now the Volga Institute of Management named after P. A. Stolypin , a branch of the Russian Presidential Academy of National Economy and Public Administration ), specializing in organization management.

Since 1983, she worked as an intern at the regional children's hospital in Tambov.
