The Barcelona Institute for International Studies ( IBEI) [1] is an inter-university research institute and postgraduate education center located in Barcelona . IBEI was founded in 2004 with the participation of five state universities in Barcelona ( Pompeu Fabra University (UPF), University of Barcelona (UB), Autonomous University of Barcelona (UAB), Polytechnic University of Catalonia (UPC) and Open University of Catalonia (UOC) and the CIDOB Foundation ( Barcelona Center for International Relations ) in order to provide postgraduate education and research in the field of international relations and related fields. Currently, the director of the institute is Jacint Jordana , professor of political science at the University of Pompeu Fabra, and the president is Narsis Serra , former Minister of Defense and former First Deputy Prime Minister of Spain .

About the Institute
IBEI, currently located on UPF's Ciutadella campus, offers a variety of postgraduate programs. Along with the Master's program in International Relations, the teaching of which began in the 2004/05 academic year, the Institute teaches such master's programs as International Security (from 2012/13), Erasmus Mundus Public Policy MUNDUS MAPP (with 2012/13) [2] and International Development (since 2016/17). The teaching of disciplines within the framework of all master's programs is carried out in English, except for the Master's degree in International Relations, which is also offered in a bilingual format: in Spanish and English. At the end of the IBEI master's programs, a joint diploma is issued from Pompeu Fabra University, the University of Barcelona and the Autonomous University of Barcelona.
The IBEI Institute is an affiliate member of the Association of Professional Schools of International Relations (APSIA) [3] . IBEI Master's programs have been accredited by an official University Master. Students from more than 35 countries of the world study annually in the master's program of the institute. The international coverage of the IBEI Master's programs has been highly recognized by the General Administration for Universities of the Government of Catalonia, which has awarded the honorary mention of the International Master's Program (IMP2013) [4] to the Master's program in International Relations. Since its founding, IBEI has seen a steady increase in the number of students; Currently, more than 150 people are studying under the master's programs.
The teaching staff of IBEI, also distinguished by international diversity, has an authoritative research profile: more than 20 doctors of science are employed in various research groups. Along with the research staff of the institute itself, the faculty also includes associate professors from universities in the urban district of Barcelona. Today, IBEI is a leading research center in the following areas: global governance , political networks and institutions of a globalized economy, international development and security , as well as power and multilateralism in a globalized world.
Currently, IBEI is one of the leading research centers in Spain and Europe in the field of political science and international relations . [3]
Ground
The IBEI Institute was founded in 2004 as an “inter-university institute”: various educational institutions of Catalonia participate in its creation, financing and academic support: Barcelona University, Autonomous University of Barcelona, Polytechnic University of Catalonia, Pompeu Fabra University, Open University of Catalonia and CIDOB Foundation.
Location
The first 10 years of its existence, IBEI was located on Elizabeth Street, in the Raval district of Ciutat Velha district in Barcelona. The 16th-century building, located next to CIDOB, is part of the architectural complex of the House of Mercy, a former school for orphaned girls. In September 2014, due to the need to increase the occupied space due to the expansion of the institute's activities, the IBEI moved to the Pompeu Fabra University Ciutadella campus, located next to the Barcelona Zoo, Ciutadella Park and the Olympic Port.
IBEI is located in the newly built Merce Rodoreda building [5] on 25-27 Ramon Triass Fargas Street. The university campus is located next to the Ciutadella-Vila Olimpika metro station, the Wellington and Ciutadella-Vila Olimpika tram stops, the Marina-Doctor-Trueta, Ikaria-Park-Karles-I and Sardenya- bus stops Pasec Pujades. " IBEI shares the building with other research groups of the University of Pompeu Fabra, employees of the institute have the right to use all the amenities of the campus, as well as the libraries of the University of Barcelona, the Autonomous University of Barcelona and the University of Pompeu Fabra [6] .

IBEI's mission is to foster scientific knowledge through advanced research and postgraduate education to foster an understanding of the global challenges facing the world today. Logo
The logo of the Barcelona Institute for International Studies is a black square divided into four equal parts, each of which contains one letter of the institute's abbreviation (IBEI). The background of each part of the square is painted in different colors: yellow, red, blue and black.
Legal Entity
In terms of legal form, the Barcelona Institute for International Studies is a private foundation. This is a non-profit organization that has, in accordance with the constituent documents, a legal entity and full legal capacity and is registered in the Register of Public Organizations and Funds of the Government of Catalonia [7] . IBEI has the structure of an inter-university research institute [8] , whose activities are regulated by the charter and internal rules [9] .
Organization and Management
The President of IBEI is Narsis Serra, a Spanish economist and politician who held, in particular, the posts of Mayor of Barcelona (1979-1982), Minister of Defense of Spain (1982-1991) and Deputy Prime Minister of Spain (1991-1995).
The director of the institute is Jacinte Jordana, professor of political science at the University of Pompeu Fabra. [10] The main area of his research is a comparative analysis of public policy, in which the scientist is particularly interested in regulatory policies and regulatory institutions.
The Board of Trustees is the main governing body of the Fund, and the Scientific Council deals with academic issues. IBEI also has the prestigious International Academic Council, chaired by Javier Solana. The Council meets every two years to discuss the strategic development of the institute in the medium and long term.
The quality of educational programs
IBEI educational programs pass the control of the internal quality assurance system, the responsibility of the implementation of which lies with the Scientific Council of the Institute, checking the degree of student satisfaction and the overall functioning of the programs. The Commission for the Quality of Teaching is responsible for the management and monitoring of post-graduate education programs offered by the institute. IBEI educational programs are included in the Register of Universities, Educational Centers and Diplomas of the Ministry of Education of the Government of Spain [11] .
Sponsorship, Partnerships, and Academic Collaboration
The IBEI is sponsored by the City Hall of Barcelona, the Provincial Council of Barcelona, the La Caixa Foundation, the Government of Catalonia, the Barcelona City District and other institutions and private companies.
The Institute also maintains partnerships with other educational and research institutions operating in the same field. The IBEI is a member of the European Commission's Erasmus Mundus MUNDUS MAPP program, under which the institute is a consortium of MUNDUS MAPP universities along with York University and Central European University in Budapest. In addition, the institute has concluded numerous cooperation agreements with various educational institutions in Europe, Asia, North and South America with the aim of developing joint projects, exchanging students and teachers and implementing other initiatives in the field of academic cooperation.
Educational Programs
Today, IBEI offers four postgraduate programs: Master's programs in International Relations, International Security, Erasmus Mundus Public Policy (MUNDUS MAPP) and International Development. In addition, the Institute holds summer courses on various topics in the field of international relations and international political economy. Mostly teaching is conducted in English, only the Master's degree in International Relations provides the opportunity to undergo training in a bilingual program: in English and Spanish. Admission requires a higher education and a high level of English proficiency. In the 2015/16 academic year, the admission rate amounted to 72% of the total number of applications.
Master's Program in International Relations
The Master's program in International Relations is the most popular among applicants and has become the first IBEI postgraduate program. Under this program, an average of 90 students from more than 30 countries are trained annually.
Currently, the program offers two training formats: in English and bilingual education (English and Spanish), as well as training with a full academic load in one year and with a partial load in two years. Within the framework of the master's program, three areas of specialization are offered: “Political Economy of Development”, “Global Management” and “Peace and Security”. The purpose of the interdisciplinary program is to prepare students to understand the complexity of the modern world and develop the necessary skills for developing a professional career at the international level in a variety of academic and geographical areas. IBEI has entered into agreements with various international, public and governmental organizations, as well as with multinational companies, to offer students the opportunity to take a professional internship.
International Security Master's Program
The teaching of the International Security Master's program began in the academic year 2012/13, with an average of 25 students from 15 countries annually studying.
Teaching is carried out in English, the duration of training is one year with a full academic load. In accordance with the curriculum, students acquire knowledge in the field of political economy, international relations, the world economy and global security, necessary for professional development in the field of international defense and security. This master's program, as well as the Master's program in International Relations, includes a special internship program. [12]
Master's Program in International Development
Training in the Master's program "International Cooperation" lasts one year, teaching is conducted from the 2016/17 academic year. An interdisciplinary program aims to provide students with knowledge in the field of international development and cooperation [13] . Professor Max Spur of the Institute for Social Research at the Erasmus University of Rotterdam in The Hague and associate professor at the IBEI Institute led the committee to develop this program.
Erasmus Mundus Master's Program in Public Policy (MUNDUS MAPP)
The Erasmus Mundus Program - The Master's Program in Public Policy (Mundus MAPP) is an international two-year graduate program supported by the European Commission. The program was developed by IBEI in collaboration with the University of York, the Institute for Social Research in The Hague and Central European University in Budapest. Students of this program can choose one of the following areas of specialization: “Political Economy of Development”, “Global Governance and Cooperation”, “European Public Policy” and “Global Public Policy” [14] . The Master's program includes its own internship system funded by the European Commission.
Educational courses
Each year, IBEI holds various summer courses in the field of international relations, global governance and international political economy. The honored scholars such as Helen Milner and Andrew Morawczyk acted as teachers in the summer courses. In addition to master's programs, IBEI conducts other educational events throughout the year, both one-time and repeated with a certain frequency. Among the latter, a special place is occupied by the master's program “Diplomacy and Foreign Policy”, implemented by IBEI together with DIPLOCAT (Government of Catalonia). In addition, the institute regularly holds courses at the Barcelona'gov network, of which the IBEI is a member, along with the City of Barcelona, Pompeu Fabra University and the Institute for Management and Public Policy (IGOP) of the Autonomous University of Barcelona.
Graduates
ALIBEI - The Alumni Association of the Barcelona Institute of International Studies was founded in 2008 with the aim of maintaining and strengthening the ties between the institute's graduates. The association's activities include a tutoring program in which volunteer alumni support new students during admission and enrollment.
Research
IBEI's research activities are carried out by interdisciplinary working groups reflecting the Institute's extensive experience in international research. Each working group brings together members of the IBEI faculty, affiliated and invited teachers and doctoral students working on one common topic, and is a platform for discussing ongoing work, exchanging views and conducting joint research. In addition, IBEI exchanges and collaborates with other research centers and researchers to facilitate the conduct and dissemination of quality research results.
There are currently five research teams at IBEI. The Globalization and public policy group reviews the impact of globalization on the ability of various institutions to protect and promote their economic and political interests. The Norms and rules in international relations group studies the role of rules and norms in maintaining the international order, and to what extent formal and informal institutions correspond to them. The Institutions, inequality and development group (“Institutions, Inequality and International Development”) analyzes economic and political trends that cause different patterns of inequality and lead to different development outcomes around the world. The Security, conflict and peace group examines leading agents, the consequences and policies of conflict and political violence, along with an analysis of strategies to prevent and manage outcomes. The States, diversity and collective identities group is studying the role of state and supranational institutions, as well as civil society, in building and mobilizing collective identities.
IBEI teachers take part in various international research projects that receive financial support from the European Commission, the Government of Spain, the Government of Catalonia and other funding sources. IBEI also publishes the Working Paper Series to disseminate the results of ongoing research team work. Further information on IBEI research is published every two years in a research report.
Institute staff
The IBEI scientific staff includes about twenty teachers and researchers, in addition to which the institute has many invited teachers, postdoctoral researchers and other non-staff employees. IBEI implements the Program for invited researchers to attract teachers from other universities and research centers interested in conducting international research. Since 2008, more than 70 invited teachers and researchers have worked at IBEI for two weeks to a full school year. The Institute also supports young doctors of science in participating in various competitive programs for the development of their research.
The administrative staff of IBEI, consisting of 15 people, is engaged in recruiting students for official master's programs, managing the educational process, coordinating research projects and continuing education courses, and solving various problems in the field of cooperation with other institutions and corporate communication, as well as in the field of economic and administrative management .
