FSUE Militarized Rescue Unit ( FSUE VGSCh ) is a structural unit of the Ministry of Emergency Situations of the Russian Federation, headquartered in Moscow . One of the Russian services certified for mining operations [1] [2] .

FSUE VGSCH is part of the Unified State System for the Prevention and Liquidation of Emergencies. In addition to FSUE VGSCh, the Ministry for Emergencies includes the Federal State Institution Management of Militarized Mine Rescue Units in Construction.
It was criticized for its monopolized position in the market, associated with the obligation to service all mining enterprises with rescuers, and unreasonably high prices for their services [3] .

History
FSUE “Militarized Rescue Unit” was established on April 7, 2011 as part of the implementation of the Decree of the President of the Russian Federation dated May 6, 2010 No. 554 “On improving the unified state system for preventing and eliminating emergency situations”. The newly formed enterprise included previously independent rescue structures, as a result of October 1, 2011 FSUE VGSCh had 4,139 people serving 1,080 organizations [3] .
Criticism
The creation of a single structure led to its dominance in the market of mountain rescue services, and in some areas where there are no other certified emergency rescue units, to complete monopolization. Due to the obligatory nature of service and the lack of tariff regulation, FSUE VGSCH was able to impose its prices on enterprises. At the end of 2012, the cost of services of FSUE VGSCH increased markedly, in some positions - more than 3 times [3] .
Leonid Lobkov was sentenced to 5 years in 2018 for receiving a bribe in the amount of 900 thousand rubles in 2015. The bribe was received because he, as the commander of the branch of the “Militarized Rescue Team of the Pechora Basin”, approved obviously “non-working” plans for eliminating emergency situations in mines. In the Severnaya mine, which was serviced by its unit in 2016, 36 people died. [5] [6]
