Presidents of the Russian Federation B.N. Yeltsin and V.V. Putin has appointed his plenipotentiaries for conflict resolution in Transnistria, Nagorno-Karabakh, Tajikistan and Ukraine. As a rule, the duties of a plenipotentiary representative were assigned to diplomatic workers of the Ministry of Foreign Affairs of Russia.

The following is a list of persons appointed by the plenipotentiaries of the President of the Russian Federation to resolve conflicts. After the date of appointment or dismissal is the number of the Decree or order of the President who made the appointment or dismissal.
