The Council for Federation and Territory Affairs under the President of the RSFSR is an advisory body formed by Decree of the President of the RSFSR of July 19, 1991 No. 10. This Decree establishes that the Council consists of the following posts:
- President of the RSFSR
- Secretary of the Council
- heads of the highest executive and administrative bodies of state power of the republics as part of the RSFSR
- heads of government of the autonomous region and autonomous regions
- heads of government of the territories and regions of the RSFSR
- mayors Moscow and Leningrad , as well as other cities by decision of the President of the RSFSR
By Decree of the President of the RSFSR of July 19, 1991 No. 11, Yury Vladimirovich Skokov was appointed State Advisor to the RSFSR - Secretary of the Council for Federation and Territory Affairs under the President of the RSFSR.
By decree of the President of the RSFSR of September 12, 1991 No. 116, Yuri Vladimirovich Skokov was relieved of the post of State Advisor to the RSFSR - Secretary of the Council for Federation and Territory Affairs under the President of the RSFSR (then no Secretary was appointed until the Council was abolished).
By Decree of the President of the RSFSR of May 6, 1992 No. 465, the Council for the Affairs of the Federation and Territories under the President of the Russian Federation was abolished.
