The social security system in Azerbaijan consists of programs aimed at reducing poverty and economic problems of the population by promoting the development of an effective labor market. The social insurance system includes pensions, unemployment benefits, health insurance and other social benefits. [one]
Government Regulation
Under the leadership of the State Social Protection Fund of the country, social security programs are drawn up, and the Ministry of Labor and Social Protection carries out social insurance programs. [2]
Changes in the social protection system began with the implementation of the "Concept of pension reform in the Azerbaijan Republic", approved by Decree of the President of the Azerbaijan Republic of July 17, 2001 . [2]
On June 8, 2010, the Military Doctrine was adopted, the main purpose of which was to develop a social protection system and improve the living conditions of military personnel. [3]
The provision on the criteria for determining disability and health status was approved by the Decree of the Cabinet of Ministers of Azerbaijan dated December 30, 2015 . [four]
The Cabinet of Ministers introduced a number of amendments to the "Rules for submitting applications for targeted state social assistance, its purpose, issue and refusal to issue" by the decision of 02/11/2016. [five]
On January 9, 2013, the President of Azerbaijan signed the Order “On additional measures to provide social services to children with disabilities and people in dangerous social situations who have not reached adolescence.” In 2013, the Ministry of Labor and Social Protection approved 17 priority projects. During the implementation of projects in 2013, 800 children under the age of 18 received social, psychological, legal and reintegration services. [6]
On February 1, 2007, the President of the Republic of Azerbaijan, Ilham Aliyev , signed the Decree “On Additional Measures to Improve Social Protection of the Population”, according to which the amount of social benefits was increased by 25%. Over the past few years, this amount has increased 2.6 times. With the adoption of the Law on Benefits, the application of indexing social benefits was started at least once a year. [one]
Since the spring of 2006, the program on targeted social protection was launched, within the framework of which material assistance was provided to about 50 thousand families. Next year, 68 million manat was allocated. The amount of material assistance to low-income families was also increased. [one]
The Social Security Administration was established on the basis of Decree of the President of the Republic of Azerbaijan No. 462 dated September 27, 2006. [7]
The "Action Plan of the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan for 2014" was prepared and implemented to ensure the implementation of the "State program on deinstitutionalization and alternative assistance in the Republic." [eight]
In the summer of 2014, an agreement was signed between the Government of the Republic of Belarus and the Government of the Republic of Azerbaijan on cooperation in the field of pension provision. It was determined to cooperate with the Ministry of Labor and Social Protection of the Republic of Belarus. The agreement concerned all types of pensions. [9]
Medical Social Expertise and Rehabilitation Subsystem (TSERAS) was created in the centralized information system of the Ministry of Labor and Social Protection of the Population by Presidential Decree of September 14, 2015 “On improving the system for assessing disability restrictions and health care opportunities”. The Twinning Project “Development of Social Services”, organized by the Ministry of Labor and Social Protection with the financial support of the European Union, was carried out from June 1, 2015 to May 31, 2017. [11] [12]
In March 2017, President Ilham Aliyev signed a decree establishing the Commission for the Regulation and Coordination of Labor Relations in connection with the application of the Decree “On the Approval of“ Strategic Roadmaps for the National Economy and Main Sectors of the Economy ”. [13]

By order of the President of the Republic of Azerbaijan, the criterion of need was approved in order to determine the amount of targeted social assistance for 2018 in the country. The growth rates of the average monthly salary in 2017 were studied and an algorithm for increasing pensions from the beginning of 2018 was developed. [15]
Costs
In 2016, the expenditures of the State Social Protection Fund amounted to 3,078.6 million manat, of which 1,100 million manat was transferred from the state budget [16] , and in 2014 these indicators amounted to 2,928.5 million manat and 1,142 manats respectively. [sixteen]
According to the 2017 budget project, 2117.7 million manat was allocated for social security, targeted social assistance and social insurance. [sixteen]
Expenditures and revenues of the State Social Protection Fund under the Ministry of Labor and Social Protection of the Population for 2017 amounted to 3.4 thousand manats, of which 1.270 million manats or 37.4% were transferred from the state budget. [sixteen]
597.9 million manat was allocated for social benefits, scholarships and other social payments by the Ministry of Labor and Social Protection of the Population and its relevant bodies, and 242.2 million manat was allocated for social protection of refugees and internally displaced persons by the State Committee for Refugees and IDPs [sixteen]
Social Insurance
Within the framework of the "State program for the development of the insurance and pension system in the Azerbaijan Republic", the following work was carried out to improve the insurance pension system in the country for 2009-2015:
- The State Social Protection Fund has begun an automatic procedure for assigning an old-age pension from a single center since July 11, 2013 . [17]
- The service "Pension +" was put into operation since January 2014 . [18]
- The President of the country signed a decree on improving targeted social assistance on February 25, 2015 . A single electronic application and sub-category of nomination of candidates (Vahid Elektron Müraciət və Təyinat Alt Sistemi - VEMTAS) for targeted state social assistance was created by the Ministry of Labor and Social Protection of the Population. Statistics
In 2007, 15 percent (1,248,000 people) of the republic's population were pensioners. [one]
In 2009, about 2.5 million people, or about 26 percent of the country's population, were involved in the social security system. [20]
In 2012, a total of 1,277,596 people received a retirement pension.
According to statistics for 2012, 39 percent of retirees were males, 61 percent were females. Most of them received old-age pensions, the rest - for disability and because of the loss of the head of the family.

In 2013, the average pension in the republic amounted to 163 manat. By 2014, the amount of this amount was increased by 20 percent (183 manat). [21]
Since November 2013, with the financial support of UNDP, individual insurance accounts were introduced into the pension system. [22]
In 2015, the volume of targeted social assistance for each family member increased by 27% compared to 2012 and amounted to 145.8 manat. Per capita income increased by 21.4%, reaching 31.8 AZN for the corresponding period. At the end of 2015, the number of families receiving targeted social assistance decreased by 21,000 or 15.7% compared to 2012 and amounted to 112,600. [23]
According to the official website of the State Statistics Committee, the unemployed in 2015 amounted to 5% of the country's population. The number of people receiving unemployment benefits among the unemployed in recent years is about 0.5%. [23]
By the summer of 2017, the country had about 1 million 325 thousand pensioners for work, 329 thousand 275 people of whom are elderly people. [24]
Over the past 11 years, the average pension in the republic has grown 6.4 times. Pension expenses increased 5.9 times. The EU provides financial support for the implementation of social security reforms in Azerbaijan.
Since January 1, 2017, the concept of “minimum pension” was introduced, the size of which amounted to 110 manat. Work experience was increased. Government agencies created a new vocational training agency. Two regional centers for vocational training and retraining continue to operate. [25]

Presidential Scholarships
In 2016, the number of citizens granted by presidential scholarships increased by 58.6%, and the average monthly payments to the families of martyrs increased by 11.5%, for national heroes - by 67.7%, for war invalids - by 66.4% compared Happy 2012 [23]
Starting from 2015, people with disabilities are provided with a monthly pension of AZN 60 by order of the President of Azerbaijan. [23]
Types of benefits
The state social security system in the Republic of Azerbaijan consists of two main parts:
- social insurance;
- social Security.
Types of State Pensions
a) labor (social insurance) pensions:
- by age (old age),
- disability
- on the occasion of the loss of the breadwinner,
- for years of service
b) social pensions. [26]
Social benefits consist of monthly (age pension, pension for the disabled, for children under the age of 18 years with disabilities) or lump sum payments (for parents of newborn children who are able to work, for funerals, support of treatment for radiation victims, accidents (annually)) in order to social assistance to people with different categories. In 2012, a total of 1,277,596 people received a retirement pension.
Age Pension Terms
- men - upon reaching 62 years of age and with at least 25 years of work experience;
- women - at the age of 57 and with at least 20 years of work experience. [27]
Social Security Legislation
The legislation of the Azerbaijan Republic on social services includes the Constitution, this Law [28] [29] , international treaties, and other regulatory legal acts of the Azerbaijan Republic. [30] [31]

On the basis of Article 35 of the Constitution of the Republic of Azerbaijan , everyone has the right to freely choose their type of activity, profession, occupation and place of work on the basis of their ability to work. [46]
The Law of the Republic of Azerbaijan "On pension provision for citizens" does not apply to pensioners deprived of their liberty. [47]
Payment of pensions by plastic cards
At the beginning of the 21st century, a card system in the implementation of pension payments was introduced in Azerbaijan. In 2004-2006, a project was implemented in the cities and regional centers of the country to organize a system for paying pensions and allowances to the population with plastic cards through ATMs. At the moment, 80% of pensioners receive a pension through ATMs. [48]
Ministry of Labor and Social Protection of Population of Azerbaijan
The Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan was established by Presidential Decree of October 10, 1992. The main function of the Ministry is to ensure the protection of labor and social rights of employees of institutions and organizations, of all enterprises. Earlier, the State Committee on Labor and Social Problems and the Ministry of Social Security of the AR were vested with these powers. [49]

- Ensuring the issuance of pensions through ATMs and the infrastructure of banks with an extensive network of ATMs throughout the country.
- The introduction of modern computer technology at all levels and levels of the State Social Protection Fund.
- Raising public awareness about the goals of pension reform and the new opportunities that will be provided to pensioners and persons registered in the social protection system as a result of the implementation of reforms.
- Improving the quality and efficiency of the functioning of local branches of the State Social Protection Fund.
- Ensuring the protection of the personal data of insured persons from unauthorized access and inappropriate (social protection and pension provision) use.
- Ensuring the integration of the State Social Protection Fund databases into a single information system of public administration of the country.
