Elena Vasilievna Bibikova (born September 23, 1956) is a Russian politician. Member of the Council of the Federation of Russia from the executive body of state power of the Pskov region . Member of the Committee on Social Policy [1] .

Biography
Elena Bibikova was born on September 23, 1956 in the village of Staroderevyankovskaya of the Krasnodar Territory . In 1975 she graduated from Armavir Law College, specializing in law.
From 1975 to 1991, Elena Vasilyevna worked first as a senior inspector, and later was appointed deputy head, head of the City Department of Social Security in the city of Pskov. In 1990, she received a diploma from the Pskov State Pedagogical Institute named after S. M. Kirov, specializing in history and law teacher [2] .
From 1991 to 2014 she worked as the manager of a branch of the Pension Fund of the Pskov Region. During this period, she took advanced training courses at the Financial Academy, in the city of Moscow, and also received a diploma from the Institute of Training and Retraining at the Financial Academy [3] .
In 2004, Elena Vasilievna was first elected to the Pskov Regional Assembly of Deputies of the third convocation in constituency No. 6.
In May 2010, she was appointed Secretary of the Regional Political Council of the United Russia Political Party.
Then, in March 2007 and December 2011, she participated in the elections of the Pskov Regional Assembly of Deputies of the fourth and fifth convocations in constituency No. 15. In December 2011, Elena Bibikova was appointed to the post of Deputy Chairman of the Pskov Regional Assembly of Deputies [4] .
The Government of the Pskov Region Elena Bibikova is delegated to the Federation Council. Empowered since September 25, 2014. He is a member of the social policy committee.
Married, has two daughters [5] .
