The Shaar Treaty of 1873 is a friendship agreement between the Russian Empire and the Emirate of Bukhara . It was signed by Emir of Bukhara Muzaffar in Shakhrisabz (Shaar or Shaar Sabiza) on September 28 ( October 10 ) and Turkestan Governor-General Lieutenant General K.P. von Kaufman in Tashkent on October 17 (29) October 1873 . It is traditionally believed that as a result of the conclusion of the Shaar agreement, the Bukhara emirate actually became a protectorate of the Russian Empire.

Significance of the contract
The contract contains 18 articles. They envisage the transfer to Bukhara emirate of a part of the territory of the Khiva Khanate occupied by the Russian army. The free passage of citizens of the Russian Empire through the territory of the emirate and the navigation of the Russian vessels along the Amu Darya with the possibility of arranging warehouses and marinas were allowed. Merchants of the Russian Empire received the right to duty-free transportation of goods to third countries on its territory, free trade in the emirate. Also, Russian merchants were allowed to have sales agents and caravanserais in the emirate, and merchants of the Bukhara emirate on the territory of the Turkestan governor general. Citizens of Russia and the emirate could engage in crafts and own real estate in both countries. The emir pledged to stop the slave trade in the emirate and not accept Russian criminals. A permanent emir’s ambassador was appointed in Tashkent, the Russian government could also appoint its own political agent in the emirate.
