Biography
Ochur Vladimir Choldak-oolovich was born in metro station Kara-Bulun (Uspenka) of the Tandinsky district [1] . In 1948 , having graduated from high school No. 2 of Kyzyl , he entered the eastern faculty of Leningrad State University named after A. A. Zhdanov , received a specialty of historical and orientalist. In 1953 he was hired at TNIIIYALI as a junior research fellow. During this time, he took part in field studies of the Tuva complex archaeological-ethnographic expedition of the Institute of Ethnography of the USSR Academy of Sciences [1] . In 1960 , he defended his thesis on the topic “Tuva National Liberation Revolution” [2] . In 1968 to 1974 worked in republican authorities. In Soviet times, special attention was paid to issues of propaganda, political education [1] . He was first a lecturer and then first deputy head of the propaganda and agitation department of the Tuva regional committee of the CPSU [3] . After that, he began to engage in teaching. From 1974 to 1978 he was an assistant professor, head of the department of the Kyzyl branch of the Krasnoyarsk Polytechnic Institute. In 1978, he returned to TNIIYALI first as a senior research fellow, then was appointed head of the sociology and manuscript fund sector. V. Ch. Ochur specialized in the modern history of Tuva, developed the theme of the national liberation and revolutionary movements in Tuva . He introduced a large number of archival sources into scientific circulation, conducted a significant search work. He devoted a lot of time to public work: he headed the board of the Kyzyl city and Tuva republican branch of the All-Union Knowledge Society of the RSFSR and the USSR [3] , was a member of the primary primary trade union organization, and the Institute party bureau.
