Biography
From the noble family of the Neelovs . Born in the family of a college registrar . Brother - Actual State Councilor A.F. Neyelov .
In service and class rank since 1853 after graduating from the Alexander Military Law Academy . From 1870 to 1883, chief auditor of the headquarters of the 2nd Reserve Infantry Division, official on special assignments of the Audit Department of the Ministry of War , chief auditor of the Vilna Military District [1] , military prosecutor of the Moscow Military District [2] . In 1863 he was promoted to full state councilor , in 1882 he was promoted to privy councilor .
Since 1885, a Permanent Member of the Main Military Court of the Russian Empire [3] . In 1900 he was promoted to acting under secret adviser .
He was awarded all Russian orders up to the Order of St. Alexander Nevsky with diamond signs granted to him in 1896.
