Nikolay Yakovlevich Golovenko (April 3, 1942) - Ukrainian statesman and political figure, people's deputy of Ukraine of the 1st convocation [1] , famous Ukrainian scientist in the field of biochemistry and pharmacology , academician of the NAMS of Ukraine (1993), doctor of biological sciences (1981 .), professor (1985), laureate of the State Prize of Ukraine in the field of science and technology (2017) [2] , Honored Worker of Science and Technology of Ukraine (1992), Laureate of the Academic Prize in Theoretical Medicine of the Academy of Medical Sciences of Ukraine , Andrii Prize Kiprianova National Academy of Sciences of Ukraine, Head of the department of Physics imicheskoy pharmacology named AV Bogatsky Physico-Chemical Institute of National Academy of Sciences of Ukraine . For significant personal contribution to the development of science, many years of diligent work and high professionalism, he was awarded the sign of the National Academy of Sciences of Ukraine "For Scientific Achievements" (2007) and the Order of the Rev. Agapit the Healer of the Pechersk NAMS of Ukraine (2018). For a significant personal contribution to the development and strengthening of the scientific and technical potential of the Ukrainian state, he was awarded the Certificate of Honor of the Cabinet of Ministers of Ukraine (Commission Protocol No. 11 of November 27, 2018). Laureate of the State Prize of Ukraine in the field of science and technology in 2017, for the work “Creation and production of domestic medicines of neurotropic and immunotropic action” [2] .

Biography

Born on April 3, 1942 in the village (now the city) New Odessa in Nikolayevshchina in a peasant family. Parents, Yakov Alekseevich (1908–1984) and Julia Timofeevna (1913–1993). In 1959, after graduating from the New Odessa High School No. 2, he began his career in a local collective farm. From 1960 to 1965 he studied at the Odessa State University. I.I. Mechnikova (Faculty of Biology), after which he completed urgent military service. Since 1967 - senior laboratory assistant, graduate student, junior, senior researcher, head of the research laboratory of the Odessa State University. Mechnikov. Since 1983, labor activity is associated with the Physicochemical Institute. A.V. Bogatsky of the National Academy of Sciences of Ukraine, where he created and headed the department of physical and chemical pharmacology.

Scientific Activities

In 1973 he defended his thesis, which was devoted to the study of the molecular structure of the protein molecule tetanospasmin and the mechanisms of sensitivity of animals to its action. In the future, the main research works of N. Ya. Colenko are of a fundamentally applied nature and are focused on the development of a new promising and relevant medical and biological discipline - physico-chemical pharmacology. They cover the molecular aspects of the structure, physical, chemical, physicochemical properties of biologically active substances and their targets in order to establish common patterns, quantitative description and explain the mechanisms of interaction of drugs with the body , which is the basis for the design of innovative medicines . These patterns are described in the monograph "Physico-chemical pharmacology" (2004), for which he was awarded the prize of the National Academy of Medical Sciences of Ukraine. Substantiated scientific approaches to the design and implementation of innovative medicinal products with neurotropic ( phenazepam , gidazepam , levana ) and immunotropic ( amixin ) properties into wide medical practice. Their effectiveness and safety has been proven by experimental studies that meet national and international standards. The preparations were put into circulation under their own trade names, the rights to use of which are protected by the legislation of Ukraine and included in the State Formulary of Medicines. The drugs are used in general medical practice, as well as regular medical care for security agencies. Substances and drugs are registered outside Ukraine and exported to Russia, Kazakhstan, Belarus, Armenia, Georgia, Kyrgyzstan, Moldova, Turkmenistan, Uzbekistan and Switzerland.

For the creation and release of domestic original medicines N. Ya. Golovenko together with a group of employees of the FHI them. A. V. Bogatsky of the National Academy of Sciences of Ukraine and the InterChem ALC was awarded the State Prize of Ukraine in the field of science and technology and the A. Kiprianov Prize of the National Academy of Sciences of Ukraine. N. Ya. Golovenko is the author of more than 500 scientific works, including 12 monographs and 27 patents for invention. Among the students of N. Ya. Golovenko are 7 doctors and 26 candidates of science. Scientific activity Nikolay Golovenko combines with pedagogical and scientific organizational. For the past 25 years he is a professor at the Odessa National University. I. Mechnikov , a member of editorial councils and colleges of a number of scientific publications, as well as three specialized councils for the defense of doctoral dissertations. He is a scientific consultant for the InterChem ALC and the State Expert Center of the Ministry of Health of Ukraine .

Legislative Initiatives

N. Ya. Golovenko is well known to the public of the country as a person who has an active position in the development and formation of the Ukrainian state. In 1990, he was elected people's deputy of Ukraine in the majority constituency No. 296 of the Kievsky district of the city of Odessa. He was the only non-partisan among the deputies of the Odessa region. The entire term of the Supreme Council of Ukraine worked as the chairman of the subcommittee on science of the parliamentary commission on issues of national education and science. The author of the bill "On the basis of scientific and technical policy . " The law was enacted by the Supreme Council of Ukraine on December 13, 1991 and for the first time in Ukraine defined the legal, organizational and financial bases for the functioning and development of the scientific and technical sphere, created conditions for scientific and scientific and technical activities, ensuring the needs of society and the state in technological development . N. Ya. Golovenko is one of the authors of the draft law “On Information”, enacted by the Supreme Council of Ukraine 02.10. 1992 [3] . The Law sets out the main directions of the state information policy, which consisted in ensuring everyone’s access to information, creating conditions for the formation of an information society in Ukraine, ensuring openness and transparency of the activities of subjects of authority, creating information systems and information networks, developing electronic management, ensuring information security Ukraine, promoting international cooperation in the information sphere and Ukraine’s entry into the world insulating space.
