- Poltava - 2nd place. ( For the first time in history, they entered the UPL, but the club was soon disbanded )
- Neftyanik-Ukrnafta - 15th place. ( Flew out of the First League for the first time since 2000 and was soon disbanded )
- " Flint " - 16th place. ( Returned to League Two a season later. )
- Cherkassky Dnieper - 17th place. ( Returned to League Two after three seasons. )
- " Pearl " - 18th place. ( Disbanded at the end of the season )
