He was born on April 23, 1960 in the village of Nizhny Abdulovo, Almetyevsk District of the Tatar Autonomous Soviet Socialist Republic in the family of Kalimulla Akhmetshin, a participant in the Great Patriotic War , becoming the ninth child in a family of three sisters and six brothers. [one]

Education

In 1982, he graduated from the Tatar language and literature department of the historical and philological faculty of Kazan State University ; there he received a second higher education - law (1992). Then he studied at the Financial Academy under the Government of the Russian Federation . In 2006 he defended his thesis on "Criminal law and criminological measures to protect information used in law enforcement by internal affairs bodies." [2]

Activities

In 1982-1984, he was the head of the department of Komsomol organizations of the Bauman regional committee of the Komsomol in Kazan .

In 1984-1994 he served in the bodies of the Ministry of Internal Affairs of the Republic of Tatarstan in the positions of middle and senior commanding staff.

In 1994-1995 - Deputy Chief of Operations - Head of the 4th Division of the Operations Service of the Tax Police of the Republic of Tatarstan. In 1995-2000 - Head of the Department of the Tax Police of the Republic of Tatarstan in the city of Kazan. In 2000-2001 - Deputy Head of the Department of the Federal Tax Police Service of Russia for the Republic of Tatarstan.

In 2002-2003, he was the deputy head of the department and the head of the T department of the Federal Tax Police Service of Russia in Moscow. In 2003-2006, he was the head of the operational department; in 2006-2006, he was the head of the department for combating offenses in the field of environmental protection of the Main Department of Internal Affairs of Moscow.

In 2006-2010, he worked as first deputy head of the Main Information and Analytical Center of the Ministry of Internal Affairs of Russia.

In April 2010, Ravil Akhmetshin was appointed plenipotentiary of the Republic of Tatarstan in the Russian Federation. By the decree of the President of the Republic of Tatarstan dated October 24, 2013 he was appointed Deputy Prime Minister of the Republic of Tatarstan - plenipotentiary representative of the Republic of Tatarstan in the Russian Federation.
