Erk (party)

The Erk / Liberty Democratic Party is the first officially registered political party in the history of Uzbekistan . Its Charter was registered with the Ministry of Justice, Registration Certificate dated September 3, 1991 , No. 039, was signed by the Minister of Justice of Uzbekistan even before the approval of the Law on Political Parties (December 26, 1996, No. 337-I) (see image).

The newspaper "ERK", registered in Uzkompechat on September 19, 1991 under No. 000092, has been published since 1990 in Uzbek and Russian.

History

The Erk party participated with its candidate for President of Uzbekistan in the first nationwide election of the president of independent Uzbekistan on December 29, 1991 . Party leader Muhammad Salih was the only rival of Islam Karimov in this election. Then Muhammad Salih worked as the Secretary of the Union of Writers of Uzbekistan, and Islam Karimov - the president of the country, elected on March 24, 1991 by the Supreme Council of Uzbekistan. According to the results of the voting, Muhammad Salih received: according to the data published in the central print media - 12.7%; according to previously announced data on the radio of Uzbekistan - 33%; according to the calculations of independent observers according to the data of the proxies of the party candidate - more than 50%; the proxies of the candidate of the Erk party said that in some constituencies, the protocols of the election results were amended without their consent and submitted to the central election commission without their signature; according to reports in the office of the Erk party of central printing house workers where the ballots were printed, the total number of ballots issued to polling stations was 50% higher than the number of voters.

The Erk party is the author of the bill "Declaration of Independence", the initiator of its consideration and approval. The session of the Supreme Council of Uzbekistan, a day after the adoption of the agenda and the beginning of its work, revised its agenda on June 20, 1990 , supplemented it with the issue of independence of the republic and approved the draft “Declaration of Independence” submitted by the Erk party despite the desperate resistance led by the Central Committee of Islam Karimov Communist parties of Uzbekistan. At the same time, at the request of Gorbachev M.S. , CPSU General Secretary, with whom the second secretary of the Central Committee of the Communist Party of Uzbekistan A.S. Yefimov contacted the telephone during the session, minor amendments were made to the draft, some of them were made after voting and approval Session of the full text, but all these amendments could not change the spirit of the project.

The first (Constituent) congress of the party took place on April 30, 1990 in Tashkent , in the regional House of Knowledge on Abay Street. The congress adopted the Program and Charter of the party ( Atanazar Arif made a report), elected the Central Council and the chairman of the party. The well-known poet Muhammad Salih , who then worked as Secretary of the Union of Writers of Uzbekistan, was elected chairman of the party, and the physicist Atanazar Arif , then working in the party, was appointed instead of this party position, the posts of the Chief Secretary and Secretary of the Party Central Committee were elected. Tashkent Polytechnic Institute, deputy chairman of the trade union committee of the institute.

The second congress of the party took place on February 3, 1991 in Tashkent , in the old assembly hall of Uzbektourism (the building of this assembly hall is now absent). The congress adopted amendments and additions to the Party Charter and Program, in particular, the post of Chief Secretary of the Central Council and the posts of secretaries of the Central Council were introduced. The writer Ahmad Azam was elected Chief Secretary of the Central Council, and Atanazar Arif and Hamidulla Nurmuhammad were elected Secretary of the Central Council.

The third congress of the party took place on August 25, 1991 in Tashkent , in the new assembly hall of Uzbektourism in the Tata hotel complex. The congress expressed its protest over the usurpation and forcible seizure of power by the GKChP led by Yanaev, against the support of the GKChP by the leadership of Uzbekistan. The congress set forth its requirements and proposals to the leadership of Uzbekistan regarding the implementation of the Declaration of Independence of Uzbekistan, adopted on June 20, 1990 at the initiative of the Erk party, in particular, a draft law on the implementation of the Declaration of Independence was proposed.

The materials of the third congress, together with a statement on the state registration of the party and a list of about 4 thousand, with the required minimum of 3 thousand, party members were handed over to the Ministry of Justice of Uzbekistan and on September 3, 1991 the Ministry of Justice approved the state registration and issued Certificate No. 039 on registration of the Erk party ".

The fourth congress of the party took place on September 25, 1993 in the Tashkent Palace of Railwaymen. According to the number of party tickets handed out and according to the data used to establish the norm of delegation, the total number of party members before the congress was about 54 thousand. The party leader Muhammad Salih , who was in forced emigration, could not directly participate in the work of the congress. The congress was held under the strict supervision of the power structures of the authorities. The work of the interim committee for organizing the congress and the congress itself was led by Atanazar Arif . The congress adopted amendments to the Party Charter, elected a chairman, the Central Council and other governing bodies of the party. Despite the requirements of the authorities, Muhammad Salih was again elected chairman of the party, despite the fact that he was in exile at that time.

The fifth party congress was held on October 22, 2003 at the Tashkent Palace of Culture of the Blind Society along Chopanata Street. The congress adopted amendments and additions to the Party’s Charter and Program, in particular, a party post was introduced. A party candidate for president of Uzbekistan, an intra-party procedure for multi-stage selection of a candidate for this post was established, and the Central Council and other governing bodies of the party were elected. Muhammad Salih was elected leader of the party, and Atanazar Arif was elected general secretary.
