Nikolai Radievich Podguzov (born May 29, 1974; Leningrad , RSFSR , USSR ) is a Russian statesman and manager, general director of the FSUE Russian Post . Former Deputy Minister of Economic Development of the Russian Federation (2013-2017). Former member of the Board of Directors of PJSC ROSSETI , State Corporation Deposit Insurance Agency and PJSC RusHydro . Former member of the VTB Supervisory Board. Member of the Supervisory Board of Post Bank , JSC Information System Operator and ANO Digital Economy.

Biography
Born May 29, 1974 in Leningrad. He graduated from secondary school number 89 with a silver medal.
In 1997, he graduated from the Department of Applied Mathematics and Physics of the Faculty of Physics and Mechanics at St. Petersburg State Technical University with a master's degree in technical sciences. In 2000, he graduated from the Faculty of International Economic Relations at the Moscow State Institute of International Relations of Russia with a degree in international economics.
According to media reports, at the end of 2017, Podguzov bought an apartment in an elite residential complex in Moscow worth a billion rubles [1] [2] [3] .

- From 2003 to 2006, he was Vice President of the Department of Trust Investment Bank OJSC.

- From 2010 to 2012 - Head of the Department of VTB Capital CJSC .
- From 2012 to 2013 - Deputy Director of the Department of Economics and Finance of the Government of the Russian Federation .
- From September 2013 to July 2017 - Deputy Minister of Economic Development of the Russian Federation .
- Since July 7, 2017 - General Director of the Federal State Unitary Enterprise “Russian Post” .

Activities at FSUE Russian Post
Taking office
In July 2017, Russian Prime Minister Dmitry Medvedev announced that he recommends that the Russian Ministry of Communications and Mass Media appoint Nikolai Podguzov the head of the Russian Post FSUE . July 7, 2017 Nikolai Podguzov was introduced to the team.
The former Minister of Telecommunications and Mass Media Nikolay Nikiforov, when appointing Nikolai Podguzov to the post of general director of FSUE Russian Post, noted that the Russian Post has global tasks to develop financial services as part of the Post Bank project and to prepare for corporatization, therefore an enterprise needs a manager with experience both in large monopolies and in the banking sector.
Stocking Russian Post
On April 5, 2018, the State Duma of the Russian Federation adopted in the first reading a draft law “On the Peculiarities of the Reorganization of the Federal State Unitary Enterprise“ Russian Post ”, the Basics of the Activity of the New Joint-Stock Company and on Amending Certain Legislative Acts of the Russian Federation”. According to the document, FSUE Russian Post may be transformed into a non-public joint-stock company , 100% of the shares of which will belong to the state. This bill was developed in order to comprehensively improve the system of rendering postal services in Russia , based on the principles of equal accessibility for all categories of citizens and ensuring the high quality of the services provided. For example, the law provides a system of criteria for the territorial accessibility of post offices, minimizing the risks of losing access to the services of the Russian Post . Also, the reduction of FSUE employees in connection with the reorganization is not allowed. The collective agreement valid at FSUE will continue to be valid in the joint-stock company. The general management of the JSC will be carried out by the General Director, the Management Board, as well as the Board of Directors, approved by the Government of the Russian Federation .
On June 19, 2018, the bill was again supported by a majority of deputies and adopted in the second reading. On June 21, 2018, the State Duma of the Russian Federation adopted the bill in third reading.
On June 29, 2018, Federal Law No. 171-ФЗ “On the Specifics of the Reorganization of FSUE Russian Post, the Fundamentals of the Activities of the New Joint-Stock Company, and Amendments to Certain Legislative Acts of the Russian Federation” was signed by President of the Russian Federation Vladimir Vladimirovich Putin .
On October 1, 2018, Russian Post began a reorganization. According to the law, an enterprise has a year to become a non-public joint-stock company from FSUE.
