Lugovoi, Andrey Konstantinovich

Andrei Konstantinovich Lugovoi (born September 19, 1966 , Baku , Azerbaijan SSR ) is a Russian politician and entrepreneur, deputy of the State Duma of the Russian Federation from the LDPR . Former employee of the state security agencies of Russia, ex-head of the Ninth Val security group. It is suspected by the British prosecutor's office (considered the direct executor) in the murder of Alexander Litvinenko [1] .

Biography

Born in a family of military personnel [2] . In 1987 he graduated from the Moscow Higher Military Command School named after the Supreme Council of the RSFSR [2] , was distributed to the Kremlin Regiment . The regiment was subordinate to the 9th Directorate of the KGB (state security). He was the commander of a platoon , training company of the regiment . [2] In 1991-1996 he worked in the Main Directorate of the Security of the Russian Federation , the Security Service of the President of the Russian Federation , and the Federal Security Service [2] . After the dismissal, he headed the security service of the ORT channel [2] .

A number of media call Lugovoi a former FSB officer . In 1990, he graduated from the Higher Courses of Military Counterintelligence of the KGB of the USSR. He categorically denies belonging to the FSB, claiming that he worked in state security agencies (first in the ninth Directorate of the KGB of the USSR, then in the Main Directorate of the Security of the Russian Federation) and did not engage in “operational work, recruitment or anything else” [3] [4 ] ] [5] .

Glushkov's Escape

Lugovoi first got the attention of the press in 2001 in connection with the Aeroflot affair . According to the Izvestia newspaper, citing an anonymous source in the Prosecutor General’s Office, Lugovoi allegedly prepared Glushkov’s escape on the orders of Patarkatsishvili [6] . According to Glushkov himself, the charge of preparing the escape was arranged as an excuse to leave him in prison and Lugovoi was part of this plan, organized by the FSB [7] . In 2004, a court sentenced Lugovoi to a year and two months in prison [2] .

2004-2006

After leaving prison, Lugovoi became a businessman. Since 2006 - one of the co-owners of the company Eugene Bouchelier Wine , which produces kvass under the brand name Pershin [2] [8] . He headed the group of security companies "Ninth Val" [2] . Until the last moment, his security companies guarded members of the Berezovsky family [9] .

Litvinenko case

In October 2006 , Andrei Lugovoi and Dmitry Kovtun flew to London to meet with their long-time acquaintance and business partner Alexander Litvinenko . Shortly afterwards ( November 23 ), Litvinenko died of poisoning. After the examination established the cause of the poisoning, polonium-210 , the British investigating authorities checked the radioactive trail that followed Litvinenko and stated that Litvinenko was infected on November 1 in the bar of the Millennium Hotel after meeting with Lugovoy and Kovtun. At the same time, a tea cup infected with radiation was also found, from which Litvinenko was supposed to drink poison in the bar [10] [11] .

Lugovoi himself denies the allegations, referring to the recordings of CCTV cameras in the Millennium bar and, for his part, proposing three versions of Litvinenko’s poisoning. In his opinion, British intelligence services, the “ Russian mafia ” or Boris Berezovsky could be involved in the case [12] . According to Lugovoi, Berezovsky and Litvinenko were recruited by British intelligence agencies , who also tried to recruit Andrei Lugovoi himself in order to force him to collect incriminating evidence on Russian President Vladimir Putin .

In July 2007, Great Britain demanded that Russia extradite Lugovoi as a suspect in the murder of a British citizen Litvinenko. Citing a constitutional ban on the extradition of its citizens, Russia refused to extradite Lugovoi, which led to a diplomatic conflict, as a result of which 4 Russian diplomats were expelled from the UK; In response, 4 British diplomats were deported from Russia.

State Duma Deputy

2011 Election

On September 15, 2007, LDPR leader Vladimir Zhirinovsky announced that Andrei Lugovoi would be the second on the party’s list in the December 2007 Duma elections [13] . September 16, 2007 Lugovoi confirmed the words of Zhirinovsky [14] . Zhirinovsky added that all members of the LDPR list should become party members. Lugovoi also does not rule out his participation in the presidential election. “Like any citizen of the Russian Federation, I would like to be president,” he said at a press conference following the results of the LDPR election congress [15] . Lugovoi was previously compared to Putin at the beginning of his career, and suggested that he could be nominated for president [16] . It has been speculated that Lugovoi’s entry into the LDPR is a win-win deal.

Following the elections held on December 4, 2011, he became a deputy of the State Duma of the Russian Federation. Member of the State Duma Committee on Security [17] .

Meadow Law

He is one of the authors of the law “ On Amending the Federal Law“ On Information, Information Technologies and the Protection of Information ” ” dated December 28, 2013 No. 398-ФЗ that allows starting February 1, 2014 to pre-trial block sites for extremism [18] [19] .

Human rights activists believe that this law is an instrument of Internet censorship in Russia. The Human Rights Council under the President of the Russian Federation said that this law severely limits the constitutional rights and freedoms of citizens [20] .

In 2014, he turned to the Prosecutor General Yuri Chaika with a proposal to check the activities of the Yandex company for compliance with the Law on Media.

Private Lobbying Lobbyist

On April 16, 2014, the deputy introduced to the State Duma of the Federal Assembly of the Russian Federation the draft Federal Law "On Amendments to the Federal Law" On Departmental Security "No. 500359-6 [21] , which contained the rules aimed at the actual elimination of the system of state departmental protection and weakening the protection of critical facilities.

The bill was prepared in the interests of private security organizations (PSOs) and, under the pretext of developing competition in the security services market, had the goal of ousting departmental security from non-state property. At the same time, the private security institution retained the right to protect state-owned objects (objects of health care, education, etc.). However, the Government of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation and other ministries and agencies opposed. The deputy was forced to withdraw the bill.

Sochi Mayor Election

On March 13, 2009, the head of the LDPR faction in the State Duma, Igor Lebedev, announced that the LDPR could nominate Lugovoi as a candidate for the election of mayor of Sochi [22] .

2016 Election

In the elections to the State Duma of the VII convocation , which took place according to a mixed system, Lugovoi again went on the LDPR list - he was the first number in the regional group No. 32 " Krasnodar Territory " (single-member districts No. 48 Slavyansky, No. 51 Tikhoretsky, No. 52 Armavirsky, No. 53 Kanevskaya). Sovereign Internet Law

Together with deputy Volkov, Yu. G. voted [1] for the adoption of bill No. 608767-7 “On Amending Certain Legislative Acts of the Russian Federation” (in terms of ensuring the safe and stable functioning of the Internet on the territory of the Russian Federation), while all the other deputies of the LDPR voted against.

Rewards
