Awarding is made by decree of the Governor of the Tula region .

The title “Honorary Citizen of the Tula Region” is awarded to citizens of the Russian Federation (including posthumously) in recognition of their personal outstanding merits in the field of economics, production, transport, science, technology, culture, art, education, healthcare, sports, environmental protection, ensuring environmental safety, legality, law and order and public safety, as well as in the implementation of charitable, state, municipal and other activities that contribute to increasing authority and prestige Izha Tula region.

Persons awarded the title “Honorary Citizen of the Tula Region” are awarded the badge “Honorary Citizen of the Tula Region”, the certificate for the badge “Honorary Citizen of the Tula Region”, and the badge “Honorary Citizen of the Tula Region” for everyday wear. The surname, first name and patronymic of the person awarded the title “Honorary Citizen of the Tula Region” are recorded in the Book of Honorary Citizens of the Tula Region. The badge "Honorary Citizen of the Tula Region" is a four-pointed star, symbolizing the military and labor prowess of the inhabitants of the Tula land. Four tricolor beams of red, blue and white colors are superimposed on the star - the colors of the State flag of the Russian Federation. The four-sided star symbolizes the openness of the Tula region to its neighbors from the North, West, East and South.

 

The sign is made in three levels with the application of non-shrink enamel in three colors and is made of precious metals (gold and silver). The diameter of the sign is 90 mm. The total mass is 335 g. At the base (first level) there is a four-pointed star made of silver 999 with polished radial rays and angular inserts, which are coated with red, blue and white enamel colors - the colors of the State flag of the Russian Federation. The diameter of the first level is 90 mm, the height in the section is 7 mm. The reverse side of the element is concave. A 20 x 12 × 1 mm plate is soldered in the center, on which the number is engraved and the assay mark is placed. The field around the plate is filled with pearl enamel. The total mass of the first level is 140 g. The second level is a golden ring with a diameter of 59 mm, a width of 10 mm, a thickness of 2 mm, a mass of 33 g, and 585 samples with the inscription “Honorary Citizen of the Tula Region”. The ring is attached to a silver star on four pins. The field around the letters is filled with white enamel flush with polished letters and sides. The field inside the ring is filled with white enamel with the effect of a concave lens. The third level is the voluminous emblem of the Tula region with a clear study of all image elements 39.5 mm high, 27.5 mm wide, 12 g in weight, made of 585 gold. The coat of arms consists of three elements: shield, ribbon of the Order of Lenin, imperial crown. The elements are soldered together with the displacement of the axes to increase the volume. The emblem is attached with three pins over a silver star above the level of the ring with text. The enamel is red on the shield and ribbon. The sign is attached through two eyes to the combined chain of silver 999 samples. Weaving - Bismarck in three rings, length - 900 mm, width - 12 mm, without lock. The surface is polished. Chain weight - 150 g.

The “Honorary Citizen of the Tula Region” badge for everyday wear, duplicating the main badge “Honorary Citizen of the Tula Region”, is made in two levels with the application of non-shrink enamel in three colors and is made of precious metals (gold and silver). The diameter of the badge is 20 mm, the height in section is 3 mm. The icon is attached using a collet clamp. The total weight of the badge is 6 g. The first level is a four-pointed silver star of 999 samples with a weight of 4 g with polished radial rays and corner inserts, which are coated with three enamel colors - the colors of the State flag of the Russian Federation. The second level consists of a three-dimensional coat of arms of the Tula region with a clear study of all image elements. Height - 15 mm, width - 8 mm. The emblem is fastened with two pins on the star. The enamel is red on the shield and ribbon. Material - 14k gold. Weight - 2 g.
