The Ministry of Agriculture of Azerbaijan was created in 1947 . In different historical periods, the Ministry was called differently: from May 28, 1918 , the Ministry of Agriculture and Labor was included in the first government cabinet of the Azerbaijan Democratic Republic , from October 15, 1918 - the Ministry of State Property and Agriculture, and from 1920 - the People’s Land Commissariat.

History
Since 1986 , it existed under the name of the State Agricultural Committee.
From 1992 to 1993 , the Ministry of Agriculture and Food functioned.
The current Ministry of Agriculture was established in 1993.
The Ministry of Agriculture implements state policy in the following areas:
- in the field of development of production and processing of agricultural products;
- in the field of the provision of necessary services and information support for agricultural producers;
- in the field of land reclamation and water management, veterinary medicine, plant quarantine and efficient land use;
- in the field of implementing a unified scientific and technical policy in the agricultural sector, organizing the development and implementation of priority research programs in crop production and animal husbandry;
- in the field of ensuring food security of the country;
- in the field of ensuring economic and social development of villages and rural areas.
Functions of the Ministry
The responsibilities of the Ministry include:
- implement state policy in the agricultural field
- monitor compliance with agricultural legislation
- take part in the preparation and implementation of state policy in the field of infrastructure development and in the preparation of normative legal acts on issues related to the activities of the Ministry and its state agencies and services
- implement state policy in the field of land reclamation and water management, irrigation
- pursue a unified scientific and technical policy in the agricultural field
- pursue state food security policy
- carry out veterinary services, control the production of safe food products and raw materials
- organize plant protection and quarantine in the territory of the Azerbaijan Republic
- pursue a policy of issuing loans in the agricultural sector for the socio-economic development of rural areas
- organize accounting and statistical reporting;
- perform other duties established by the legislation of the Azerbaijan Republic
International cooperation
In the period from 1994 to 2004 . In the agricultural sector of Azerbaijan, various projects were implemented to acquire international best practices and improve the market economy:
- 6 projects of the TACIS program ("Constituent assistance to the Ministry of Agriculture", "Assistance to family and commercial farmers", "Privatization of the food distribution sector in Azerbaijan", "Regional Agrarian Reform Project 1", "Providing assistance to banking activities in the agricultural sector, creating rural credit organizations "," Association for Assistance to the Regional Pilot Agribusiness "," Subsequent Development of the Agricultural Credit Fund ");

- 2 projects The PSO program of Holland ("Development and creation of a potato seed growing base in Azerbaijan", "Creation of an artificial insemination service");

- 4 projects of the Food and Agriculture Organization of the United Nations ("Inventory of green cover and land use by sensing from a long distance", "Strengthening phytosanitary services", "Strengthening the measures for the diagnosis, control and control of rapidly infected animal disease", "Help with vaccines to support the veterinary sphere ");
- 1 project of the International Fund for the Development of Agriculture (IFAD) ("Project for the Development of Mountainous and Highland Territories");

Ministry of Agrarian Reforms
In 1994, during the presidency of Heydar Aliyev , 9 meetings were held on agricultural issues. As a result of these meetings, a legal framework was created for agricultural reforms. On February 18, 1995 , laws were passed "On the foundations of agrarian reform" and "On the reform of collective farms and state farms."
On July 16, 1996, the Law on Land Reform was adopted.
On November 24, 2003 , the President of the Republic, Ilham Aliyev , signed a decree "On measures to accelerate socio-economic development in the Republic of Azerbaijan."
On February 11, 2004 , the "State Program on socio-economic development (2004-2008) of the regions of the Republic of Azerbaijan" was introduced.
On October 23, 2004, the Open Joint-Stock Company Agroleasing was created by decree of the President.
The implementation of agrarian reforms contributed to the dynamic development of agriculture. In 2004, the production of grain increased 2.3 times, potato - 5.9 times, melons - 8.5 times, vegetables - 2.5 times, fruits and berries - 1.3 times, meat - 1.9 times, milk - 1.4 times, eggs - 1.5 times, the number of cattle - 1.3 times, the number of sheep and goats - 1.6 times. Vegetable Research Institute
The Research Institute of Vegetable Growing was established by order of the Council of Ministers of the Azerbaijan SSR of May 6, 1965. The aim of the research institute was the development and implementation of selection of vegetables, potatoes and melons, seed-growing, agricultural and protective measures. In 2018, the institute was closed for reconstruction. According to the order “On measures for the development of seed production” dated July 4, 2016, a complex for the production of potato and vegetable seeds was built on the territory of the institute. The opening of the reconstructed research institute took place in January 2019 [3] [4] .
