Biography
Born in 1900.
In 1918 he joined the Red Army, in 1920 became a member of the RCP (b) / CPSU .
Member of the Civil War in Russia - was a political instructor , assistant commissioner of the regiment of the Red Cossacks . [3] At the end of the war, he worked in rural and city administrations. Then he went to study at the Kharkov Financial and Economic Institute (now the Kharkov National Economic University ); some time after graduation, he became its director. [2]
In March 1931, Y.A. Khotenko was appointed deputy chief of the political department of the 51st Perekop Infantry Division . In September 1938, he became head of the financial department of the Kiev Special Military District . On July 26, 1940, by order of the NPO of the USSR, Yakov Khotenko was appointed head of the financial department at the people's commissar of defense of the USSR. On September 20, 1940, he was entrusted with the reorganization of the Financial Department under the NPO of the USSR. He headed the Financial Department of the Red Army on June 13, 1955. In the same year he retired.
In the post-war years, together with the rector of the Moscow Finance Institute (now the Financial University under the Government of the Russian Federation ), he led the formation and development of the Military Department at it. After leaving the Armed Forces, Yakov Alekseevich was a member of the Faculty Council for several years.

He lived in Moscow, where he died on October 24, 1976. He was buried at Vvedensky cemetery .
Among the awards was the Order of Lenin [4] , the Order of the Patriotic War of the 1st degree [5] and medals.
