Born on May 13, 1967 in the village of Chorukh-Dayron, Leninabad region, Tajik USSR.

1990 - graduated from the Leningrad Order of the Lenin Shipbuilding Institute, specialty “Shipbuilding and ship repair”, qualification engineer-shipbuilder.
2003 - graduated from Kuban State University, jurisprudence, legal activity in the field of state, civil law and business law relations.

1990 - master of assembly work at the Northern Machine-Building Enterprise , Severodvinsk.
