From 1912 to 1914 he was a loader, then a worker at a tram depot in the city of Tashkent (1914-1918).
Since 1917, Navruzbekov actively participated, together with railway workers, in organizing a revolutionary situation , in connection with the October Revolution in Tashkent [2] [3] .
In August 1918, he joined the Red Army , participated in battles against the counter-revolutionary gangs of A.I. Dutov [2] [3] .
In November 1918, the Central Election Commission of the Turkestan Autonomous Soviet Socialist Republic sends to the Pamirs the Military-Political Commission with an additional detachment in order to strengthen the state border and assist the local population in consolidating Soviet power, which included Azizbek Navruzbekov:
At the end of November 1918, the CEC of the Turkestan Autonomous Soviet Socialist Republic decided to send a military-political commission and an additional detachment to the Pamirs. Began the formation of the detachment. Along with the Red Army soldiers, several Tashkent workers born in the Western Pamirs were included in this detachment. I was included in the squad. But the detachment could not quickly get to the Pamirs, since the path to Badakhshan at that time was closed. At the end of 1918, the kulak gangs, who called themselves the “ Peasant Army ”, revolted in Ferghana . The Basmaic gangs of Madaminbek , Kholhadzhi and Makhkamhodzhi , having committed a series of attacks on Osh and Andijan , cut the road from Fergana to the Pamir. With great difficulty, we reached Shugnan only in February 1919.
Soviet power in the Western and Eastern Pamirs was overthrown [r. 1] . Repressions began against representatives of the Soviet government and Bolshevik-minded people. Together with other workers who arrived from Tashkent, I was also arrested. I was accused of being an agent of the Bolsheviks . The White Guard Tribunal convicted me and sentenced me to death . At that time there were 5 brothers of us, and all our property was confiscated. I was taken to execution by three Tajiks and three Czechs . At this time the doctor of the detachment Vichich appeared. He asked the head of the squad Timofeev, for which I was shot, and then began to discourage him from being shot, saying at the same time that if we were killed, then Timofeev’s squad would be bad. The roads are all closed and the working population will deal with us. Vikich advised to take me to Murghab . So, thanks to Vichiu, I was saved from being shot.- [5]

The situation favored our cause. We decided to come to Khorog at night. Came about twenty people, including: Navruzbekov Azizbek, Khudoiberdiev Tavakkal, Kirmanshoev Ashratsho, Amonshoev Imronsho, Miralishoev Ulfatsho, Karamshoev Maksum, Shermamatov Ustomirak, Karamov Muboraksho, Khaydarov Sahibhakim etc. The operation we carried out secretly and successfully..
