The Ministry of Science and Higher Education of the Russian Federation (the Ministry of Education and Science of Russia) is the federal executive body of Russia , which carries out the functions of developing and implementing state policy and legal regulation in the field of higher education and related additional professional education, as well as scientific, scientific, technical and innovative activities and development of federal centers of science and high technologies, state scientific centers and science cities.

It was established on May 15, 2018 in accordance with the Decree of the President of the Russian Federation “On the Structure of Federal Executive Bodies” ^[1] .

Content

History

The Ministry of Science and Higher Education of the Russian Federation was established in 2018 as a result of the division of the Ministry of Education and Science of the Russian Federation into two departments and the transfer of the powers of the FANO of Russia to the new ministry. The former head of the FANO was appointed to the post of minister.

On June 18, 2018, at a meeting of the Government of the Russian Federation , the Regulation on the Ministry of Science and Higher Education of the Russian Federation ^[2] was approved, which defined the powers and functions of this ministry. Its abbreviated name was also officially established: “Ministry of Education and Science” (previously used in relation to the Ministry of Education and Science )

According to the Decree of the Government of the Russian Federation of June 15, 2018 No. 682, the Ministry of Science and Higher Education of the Russian Federation is allowed to have up to 9 deputy ministers, including one first deputy minister and one state secretary - deputy minister, as well as up to 25 departments for basic areas of activity of the Ministry in the structure of the central apparatus and 3 territorial bodies.

The central apparatus of the Ministry of Science and Higher Education (Ministry of Education and Science) of the Russian Federation, according to the decree, is located in Moscow, ul. Tverskaya, d. 11, buildings 1 and 4, Bryusov per., D. 11 and d. 21, buildings 1 and 2, st. Solyanka, d. 14.

Emblem of the Ministry

On February 8, 2019, on the Day of Russian Science, a draft order of the Ministry of Science and Higher Education of the Russian Federation “On the Establishment of a Heraldic Badge - the Emblem of the Ministry of Science and Higher Education of the Russian Federation” was posted on the Federal Portal of Draft Normative Legal Acts ^[15] . On February 25, 2019, the Minister of Science and Higher Education of the Russian Federation signed Order No. 9n, which approved the official emblem of the Ministry. On March 20, 2019, the order was registered with the Ministry of Justice of Russia and entered into legal force on April 1 ^[16] .

Description of the emblem in Appendix No. 2 to Order No. 9n:

The heraldic badge - the emblem of the Ministry of Science and Higher Education of the Russian Federation is an image of a golden-headed double-headed eagle with spread out spread wings. The eagle is crowned with two small golden crowns and above them one large golden crown connected by a golden ribbon. In the right paw of the eagle is the scepter, in the left - the power. On the eagle’s chest in a blue shield is a silver owl sitting right on the background of the golden cyclomorph, holding in its paws two golden branches located horizontally.

The press center of the Ministry of Science and Higher Education of the Russian Federation, on the basis of the official emblem of the Ministry, has developed the corporate identity of the Ministry, which includes: style-building elements; the emblem of the Ministry of Education and Science in four versions - in the basic and simplified color and in the basic and simplified monochrome versions; the emblem of the Ministry of Education and Science is also in four versions, but with the inscription “Ministry of Science and Higher Education of the Russian Federation” in Russian and English placed to the right of the emblem; front plates of subordinate organizations; Presentation preparation template.
