Pre-election environment
There was no clear winner in the 2017 parliamentary elections , the Fretilin party received one more seat than the national congress for Timor reconstruction , led by Shanan Guzmau . Alkatiri constitute a minority of the government with the Democratic Party, which held only 30 of the 65 seats in the National Parliament . However, attempts by the authorities to approve the budget were blocked, and in the context of the political crisis, President Francisco Guterres dismissed the parliament and called for early elections
