The National Council (NOC) or the Majlis Gerakan Negara (MAGERANA) is an emergency administrative body that tried to restore law and order in Malaysia after the incident of May 13, 1969, when ethnic riots broke out in the capital Kuala Lumpur . From 1969 to 1971, the FNL ruled the country instead of the elected government. In 1971, the FNL was dissolved by the restoration of parliament .
