Biography
He graduated from the High School of Science in Tartu . From 1916 he studied at the Faculty of Civil Engineering at the Riga Polytechnic , was evacuated to Moscow. In the same year he was drafted into the Russian army, in 1917 he graduated from the military school in Tsaritsyno. From 1917 to 1918 he served in Moscow and St. Petersburg, fought on the Ukrainian front. In 1918 he returned to Riga, entered the agricultural department of the Baltic Technical University, opened in Riga in the German occupation administration.
In the same year he joined the formed second regiment of the Estonian army. In 1918-1920 participated in the war for the independence of Estonia ;
Demobilized, he studied in Copenhagen . In 1924 he graduated from the agricultural and veterinary departments of the Copenhagen Agricultural University. In 1925 he traveled to Scandinavian countries. Returning to his homeland, he worked in agriculture, took part in political activities.
In 1938-1940 was a member of the Riigikogu , Chairman of the Committee on Agriculture. After joining the Baltic states to the USSR, he avoided deportation to labor camps. During the German occupation, he worked in the communal market administration department, was fired due to disagreements with the occupation authorities. Later settled on his father's farm in Paasiohe. In September 1944, he managed to escape from the Red Army to Sweden, where he worked at the Agricultural Academy and became honorary chairman of the Association of Estonian Farmers and Chairman of the Estonian People's Party.
In 1953-1963, he served as Minister of Agriculture and Acting Minister of Defense in the Estonian government in exile , from 1960–1962 and 1963–1970 - Prime Minister of the Estonian Government in exile with the powers of the president.

He died in northern Sweden and was buried in Stockholm . On August 17, 2013, he was reburied at the Tallinn Forest Cemetery .
