On August 8, 2018, some changes to the rules were announced, which will be included in 2019: the broadcast of the ceremony will now last no more than three hours, which is caused by falling broadcast ratings in recent years. Also, a new category was to be added - for the best popular film, it will feature paintings with large box office. The changes were immediately criticized by many Hollywood filmmakers [3] [4] [5] .

The criticism had its effect and, as a result, on September 6, 2018, a decision was announced by the Board of Governors of the Film Academy not to introduce a new category for "Best Popular Film" in 2019. At the same time, the Academy does not intend to completely abandon the new nomination, having decided to send the draft category for discussion and revision [6] [7] .

On December 4, 2018, it was announced that comedian Kevin Hart would be the host of the ceremony. [8] However, two days later, on December 6, after a public discussion about Hart’s previous jokes and comments, in which he allowed insults to the LGBT community , he refused to conduct the ceremony [9] . As a result, it was decided that for the first time in 30 years, the ceremony would take place without a presenter [10] .
