The official name is the Governor of the Amur Region.
The post appeared on October 8, 1991 . At the moment, re-elected through direct elections every 5 years. On May 30, 2018, Vasily Orlov was appointed interim.
Authority
The powers of the Governor of the Amur Region are regulated by Article 53 of the Charter (Basic Law) of the Amur Region:
- submits to the Legislative Assembly for approval draft plans and programs for the socio-economic development of the region, the regional budget, the budget of the Territorial Fund for Mandatory Medical Insurance of the Amur Region, reports on their implementation, the system of executive bodies of state power of the region;
- submits to the Legislative Assembly annual reports on the results of the activities of the Government of the region, including on issues raised by the Legislative Assembly;
- promulgates the Charter (fundamental Law) of the region, the laws of the region, certifying the promulgation by signing them, or rejects the laws of the region;
- forms the Government of the region and decides on his resignation in accordance with this Charter and the law of the region;
- represents the region in relations with federal bodies of state power, bodies of state power of the constituent entities of the Russian Federation, local authorities and in the implementation of foreign economic relations, and is entitled to sign treaties and agreements on behalf of the region as a subject of the Russian Federation in accordance with federal law and laws of the region;
- submits for consideration by the President of the Russian Federation and the Government of the Russian Federation draft regulatory legal acts, the adoption of which is within their competence;
- decides on the representation of the region under the President of the Russian Federation, the Government of the Russian Federation and executive bodies of other constituent entities of the Russian Federation;
- The right to request the Constitutional Court of the Russian Federation on the conformity of the Constitution of the Russian Federation, the Charter of the region, laws and other normative legal acts of the region, issued on issues related to the jurisdiction of public authorities of the Russian Federation and the joint conduct of public authorities of the Russian Federation and public authorities area;
- the right to demand the convening of an extraordinary meeting of the Legislative Assembly, as well as to convene the newly elected Legislative Assembly for the first meeting earlier than the deadline established for this by paragraph 1 of Article 35 of this Charter;
- Coordinates the appointment of the prosecutor of the region;
- provides coordination of the activities of the executive authorities of the region with other state authorities of the region and, in accordance with the legislation of the Russian Federation, can organize the interaction of executive authorities of the region with federal executive bodies and their territorial bodies, local authorities and public associations;
- exercises other powers assigned to it by federal legislation and laws of the region, regulatory legal acts of the President of the Russian Federation, the Government of the Russian Federation.
