“He is not our king” is an all-Russian protest rally held on May 5, 2018. The action was organized by opposition politician Alexei Navalny . According to Navalny, the action was inspired by the success of the Armenian revolution [7] .

In Moscow, St. Petersburg and a number of other cities, brutal police actions were noted, the protesters complained of beatings with rubber truncheons and arrests [8] [9] . The total number of detained participants in the country was about 1,600 people [10] [11] . The photographs recorded cases of detention of minor participants in the action [12] [13] .
In Moscow, attacks on protesters marked representatives of the Central Cossack army [14] [15] [16] . The deputy prosecutor for the city of Moscow Andrei Tsyganov, in response to a request from the State Duma deputy from the Communist Party, Valery Rashkin, said that the Moscow prosecutor’s office would check reports of law violations by people in Cossack uniforms who beat protesters [17] .
In St. Petersburg, protesters blocked Nevsky Prospekt and marched along the street, breaking police barriers and building barricades [18] . In Moscow, protesters blocked traffic on Strastnoy Boulevard [19] .

Reaction and Summary
The European External Relations Service and the US Department of State condemned the massive detentions of protesters and journalists and called for their immediate release [21] [22] .
The director of the International Institute of the Newest States, Alexei Martynov, described the rally as "having virtually nothing to do with the real problems that concern people" [23] . Chairman of the Board of the Civil Society Development Fund, Konstantin Kostin, said that after the rally Navalny did not achieve political goals, but attracted media attention to the action. Grigory Trofimchuk, First Vice President of the Center for Strategic Development Modeling, described the action as “a traditional, template format for Navalny” [24] . A public figure Alexander Khaminsky linked the refusal to hold a permitted action on Academician Sakharov Avenue in Moscow with the fact that there will be more random spectators and passers-by on Tverskaya Street [25] . The director of the Institute of Political Sociology, Vyacheslav Smirnov, called the action “He is not our king” an attempt to correct the image after the presidential campaign of Ksenia Sobchak [26] . State Duma deputy and member of "United Russia" Yevgeny Fedorov called the rally "a provocation of Navalny" [27]
Political scientist Gleb Pavlovsky compared the attack of the Cossacks on the protesters with the “ aunts ” during the Euromaidan in Ukraine [28] .
Activist
According to the Dozhd TV channel, in total, detainees received at least 300 days of arrest and more than 1.3 million rubles in fines [29] . Alexey Navalny was sentenced to 30 days of arrest [30] .
On December 14, 2018, the St. Petersburg prosecutor's office filed a lawsuit against the coordinator of the local headquarters of Navalny, Denis Mikhailov, and the press secretary of the Vesna movement, Bogdan Litvin, for compensation for damage allegedly caused to the city by the participants of the rally on May 5. The prosecutor’s office estimated the damage to the city’s green spaces at 10 million 953 thousand rubles (which is approximately equal to the annual expenses for landscaping the three central areas of the city, which amount to 12 million rubles) [31] [32] . On December 21, Mikhailov’s bank accounts were blocked as a security measure for the lawsuit [33] . On February 5, 2019, the Frunze District Court of St. Petersburg ordered Mikhailov and Litvin to pay 7 million 300 thousand rubles to compensate for the damage caused [34] .
Activists announced a fundraiser to pay the fine. Their initiative was supported by Mikhail Khodorkovsky , who made a corresponding request to his readers. According to the oligarch, he himself is experiencing problems with money, so for him it is “a lot of money” [35] .
Claims by activists
On June 1, 2018, the first complaint was filed with the ECHR against the authorities. According to the lawyer of International Agora, Alexei Glukhov, about 300 complaints can be submitted in total [36] .
In December 2018, the human rights organization Zona Prava sent a statement to the Prosecutor General Chaika due to the fact that the investigating authorities did not initiate a single case on 15 allegations pending at the Zona Prava regarding police and Cossack violence at rallies in May and September [37] .
