Member Clubs
Changes
Following the results of the PFL Championship 2017/2018 , the following clubs entered the FNL:
- Chertanovo ( Moscow ) is the winner of the West zone. He entered the FNL for the first time in history.
- Mordovia ( Saransk ) is the winner of the Ural-Volga region. He returned to the FNL after 1 season.
- Armavir is the winner of the South zone. He returned to the FNL after 2 seasons.
- Krasnodar-2 - 4th place in the South zone. He entered the FNL for the first time in history. Replaced the disbanded Amkar
Following the results of the Russian Championship 2017/2018 , the following clubs dropped out in the FNL:
- SKA-Khabarovsk , which took 16th place, left the FNL after 1 season.
FC Anji ( Makhachkala ), which took 14th place and lost to Yenisei in the butt games, was supposed to return to the FNL after 3 seasons. In June 2018, the club announced its desire to return to the Premier League of the season 2018/2019, in case of withdrawal from the tournament of FC Amkar ( Perm ). On June 13, 2018, the RFU Commission revoked Amkar ’s license to participate in the Russian Championship 2018/2019 and the FNL Championship 2018/2019 due to insufficient financial guarantees and the presence of significant outstanding debts, which returned the Makhachkala club to the top division [1] . The vacant place in the FNL was taken by FC Krasnodar-2 [2] .
Following the results of the last season of the FNL, the following clubs dropped out in the Professional Football League :
- Kuban ( Krasnodar ), ranked 9th, dropped out of the PFL for financial reasons
- “ Volgar ” ( Astrakhan ), which took 10th place, was eliminated in the PFL for financial reasons [3] [4]
Following the results of the last season of the FNL , the following clubs entered the Premier League :
- Orenburg ( Orenburg ), which took 1st place, returned to the elite after 1 season;
- “ Wings of the Soviets ” ( Samara ), who took 2nd place, returned to the elite after 1 season.
- Yenisei ( Krasnoyarsk ), which took 3rd place and defeated Anzhi in butt games. He entered the Premier League for the first time in history.
According to the results of the last season, FNL Zenit-2 took 16th place and retained a residence permit in the FNL, since not a single team participating in the Vostok zone of the PFL Championship 2017/2018 submitted an application for a license to participate in the FNL . [five]
“ Rotor ” ( Volgograd ) took 17th place, but retained a residence permit in connection with the refusal to participate in the FNL winner of the “Center” zone of the PFL of Moscow “ Ararat ” [6] .
Luch-Energia ( Vladivostok ) took 18th place, but retained residence in connection with Volgar’s refusal to participate in the FNL [3] .
Tyumen took 19th place, but retained registration due to the failure to receive Tosno (ranked 15th in the Premier League of the 2017/18 season) of the RFU.
“ Fakel ” took the 20th place, but retained a residence permit in connection with the non-receipt by the Kuban of the RFU license.
Thus, for the first time in the history of the Russian First Division and the FNL, not a single team that took a place in the relegation zone to the lower division finally left the FNL.
On the basis of Dynamo St. Petersburg , a new Sochi club was formed, which got a place in the Football National League [7] .

Item 4.5. In case of equality of points scored in the Championship, two or more teams, places between them in the standings are determined in the following sequence:
- - by the greatest number of victories in all matches;
- - according to the results of the games among themselves (the number of points, the number of victories, the difference of goals scored and conceded, the number of goals scored, the number of goals scored in a foreign field);
- - according to the best difference of goals scored and conceded goals in all matches;
- - by the largest number of goals scored in all matches;
- - by the largest number of goals scored on foreign fields in all matches;
- - by lot.
Item 4.6. With the absolute equality of all these indicators specified in clause 4.5, except for the draw, the winner of the Championship between the teams that took 1st and 2nd places is determined in an additional match.
