Biography

He graduated from high school.

In July 1965 he was called up for military service in the Border Troops of the KGB of the USSR . He served as a shooter in the 127th Meghrinsky border detachment of the Transcaucasian border district . By personal request, he was sent from the troops to a military school.

In 1968 he graduated from the Moscow Higher Border Command School of the KGB under the Council of Ministers of the USSR . After graduating from college, Lieutenant Zemtsov served in the 1st Sortavala Border Detachment of the North-Western Border District : deputy chief of border outposts , in 1970-1976 - head of a border outpost on the border with Finland .

In 1978 he graduated from the Military Academy named after M.V. Frunze . After graduating from the academy, he was sent to the Central Asian border region , where he served as commandant of the border commandant’s office in the 68th Takhta-Bazar border detachment (border with Afghanistan ), since 1980 - deputy chief of staff - chief of the 1st branch of the headquarters of the 67th Kara-Kalinsky border detachment, since 1982 - chief of staff - deputy chief of this detachment (border with Iran ), since 1983 - chief of the 71st Bakharden border detachment (border with Iran). Since 1985 - Deputy Chief of Staff - Head of the 1st Division of the Headquarters of the Central Asian Border District. Since April 1987 - deputy chief of troops of this district. While serving in these positions, he repeatedly went on long business trips to Afghanistan related to ensuring the security of the USSR state border in the conditions of the Afghan war .

In 1990 he graduated from the Military Academy of the General Staff of the Armed Forces of the USSR named after K. E. Voroshilov . Since 1990, he served in the central apparatus of the Border Troops as the first deputy chief of staff - head of the State Border Guard Directorate of the headquarters of the Border Troops of the KGB of the USSR . Since December 1991, First Deputy Chief of the General Staff of the USSR State Border Protection Committee . Since July 1992 - the commander of the Transcaucasian Border District , since November 1993 - the commander of the North Caucasus Border District [1] , since May 1994 - the commander of the Caucasus Special Border District [2] . He participated in the hostilities of the first Chechen war of 1994-1996 .

Since February 1996 - Head of the Central Inspectorate of the Federal Border Service of the Russian Federation . Since May 1996, Advisor to the Director of the Federal Border Service and Plenipotentiary Representative of the Member of the Defense Council of the Russian Federation , Army General A. I. Nikolaev . Since July 1998 - Deputy Chief of the General Staff of the Federal Border Guard Service of Russia.

Since December 1998 - Head of the Academy of the Federal Border Service of the Russian Federation . In this post and after his resignation, he proved to be a specialist in the field of operational art and tactics of the border authorities and troops, political science and economic issues of protecting the state border and the exclusive economic zone. The author of a number of works on this issue. Doctor of Political Sciences , Candidate of Law (2000), Professor . Full member of the International Academy of Informatization .

After the FPS of Russia joined the FSB of Russia in 2003, in September 2003, the Academy was renamed the Border Academy of the FSB of Russia . V. I. Zemtsov remained the acting head of it [3] . Since 2004 - retired.

He died on October 3, 2008.
