Biography
Born in with. Klintsy (now the village of Kropyvnytskyi district of the Kirovograd region ). For an active public position, he was expelled from the philological faculty of Kiev University (he graduated from it later - 1963). Working as a carpenter in the construction of the Kiev hydroelectric station , he wrote down from the peasants with. Although the Vyshhorod district of Kiev region has about 300 dialect words, which later became part of the Atlas of the Ukrainian Language. He worked at the Central House of Folk Art of the Ukrainian SSR (1963-1964), the editorial board of the magazine "Folk Art and Ethnography." For independence and originality of thinking, he was expelled from graduate school of the Ukrainian language department of Kiev University (1966). For more than 27 years he worked in the publishing house "Scientific Thought" (1966-1994), where he was a member of the board and headed the editorial board of popular science literature. He calculated that over the year he personally edited about a thousand pages, in particular the works of M. Amosov, G. Pisarenko and others. He worked as the head of the department at the Ministry of Nationalities and Migration of Ukraine (1994-1995), in the Secretariat of the Verkhovna Rada of Ukraine - in the sector of preparation for publishing documents of the Verkhovna Rada of Ukraine, in particular, took part in editing transcripts (since 1995) and the Constitution of Ukraine in 1996. He was an assistant to MP I. Bilas.
A connoisseur of the Ukrainian socio-political movement of the 2nd half of the 19th century, which he studied from archival sources. I discovered new documents about T. Shevchenko , in particular about his friend A. Kozachkovsky , the wires of the coffin with the body of T. Shevchenko in Kiev. He systematically studied the life, social activities and scientific heritage of the son of Cyril and Methodius and friend T. Shevchenko, the inventor of radio telemechanics N. Pilchikov and philologist, corresponding member of the St. Petersburg Academy of Sciences and full member of the Shevchenko Scientific Society P. Zhitetskiy .
The author of the monographs “Mikola Dmitrievich Pilchikov” (K., 1983) and “Pavlo Gnatovich Zhitetskiy” (K., 1987), which caused resonance both in Ukraine and abroad (publication of Mark Antonovich in “ Ukrainian Historian ”, 1988, p. 97-100), articles on I. Sreznevsky, T. Rylsky, etc. Prepared for publication the full text and comments on the memoirs of S. A. Efremov “On the Days of the Past” (Young People: Almanac (K.), 2002, No. 1 - 2004, No. 4), where he widely used archive materials unknown until then.
He took part in the encyclopedia “Ukrainian Move”, “Ukrainian Literary Encyclopedia” (articles about A. Bodiansky, P. Zhitetskiy, A. Kotlyarevsky, N. Maksimovich, M. Tulov, K. Sheikovsky and others). With reports on T. Shevchenko, P. Zhitetsky, P. Chubinsky, S. Efremov took part in scientific conferences.
He was engaged in educational activities, publishing since 1960 popular articles in the journal “Folk Creativity and Ethnography”, zbіrniki ука Science and Culture: Ukraine ’, ев Shevchenkivsky Zbіrnik’ and other scientific and popular science publications.
In the early years of independence, he was engaged in public work - he headed the commission for cultural affairs and the protection of the historical environment of the Starokievsky District Council of People's Deputies in Kiev (1990-1994).
Brother of the writer and public figure Sergei Plachinda (1928-2013).
He died in Kiev.
He was posthumously elected a member of the National Union of Writers of Ukraine (2003).
