Born on March 19, 1921 in the village of Plishkino, Myakinsky Village Council (now the Cherepovetsky District of the Vologda Region).
From September 1939 in the Red Army , enrolled in the Leningrad Electrotechnical School (later - the Military Academy of Communications named after SM Budyonny).
Member of the Great Patriotic War from June 22, 1941 (Southern, Transcaucasian and 4th Ukrainian Fronts). Captain, senior assistant to the chief of the operational part of the radio center of the intelligence department of the front. In 1948, he continued his studies at the Leningrad Military Academy of Communications named after S. M. Budenny. After graduating from 1952, he served as deputy commander of a military unit - chief engineer in the troops of the 1st Special Air Defense Army.
In 1954-1963 Head of the 4th Main Directorate of the Ministry of Defense of the USSR, Colonel. In January 1963, he headed the newly created Directorate for Control of Outer Space (department No. 3) SNII-45 (Special Research Institute No. 45 of the Ministry of Defense of the USSR).
In 1966 he was transferred to the General Headquarters of the Armed Forces of the USSR as a member of the Scientific and Technical Committee.
From 1974, he served in the USSR Ministry of Defense: until 1981 - Head of Armaments; From 1981 to 1983 - First Deputy Chief of Armaments.
By decree of the Council of Ministers of the USSR of February 17, 1982, he was promoted to the rank of colonel-general.
A "Closed" Resolution of the Council of Ministers of the USSR awarded the USSR State Prize for 1972 - as part of a collective, for successful research in the field of space control.
In 1983, he was fired.
He lived in Moscow, then - in the Leningrad region.
He was awarded two orders of the Red Star, orders of the Patriotic War of the first degree, the Red Banner of Labor, and "For serving the Motherland in the Armed Forces of the USSR" of the third degree; medals "For the Victory over Germany in the Great Patriotic War of 1941-1945", as well as orders and medals of foreign states.
He died on June 15, 1997. He was buried at the Memorial Cemetery in the village of Komarovo near St. Petersburg.
