Prince Gagarin Semyon Ivanovich (c. 1690 -?) - a statesman and military leader, Kazan, and later Nizhny Novgorod vice-governor, combined the latter post with the post of governor of the Nizhny Novgorod province.

Biography
It comes from the ancient princely family - the Gagarins . From a young age he participated in military battles, participated in the Northern War . Together with a distant relative, the Siberian governor - Gagarin Matvey Petrovich , and the stolnik Plescheev Gerasim Dmitrievich , he directs the sending of Swedish prisoners of war to Siberia. In the late 20s, resigned. On behalf of the government, it was he who seized the property of stolen officials into the state treasury. It was Gagarin who led the investigation over the Nizhny Novgorod governor - Rzhevsky, Yuri Alekseevich , and later confiscated his property.
In 1730, against the background of the political struggle of the Supreme Privy Council and the Kurlyad Duchess Anna Ivanovna, unconditionally sided with the second and signed a petition from the nobility. Thanks to this, the prince receives career growth.
In 1735 he was appointed Kazan governor. On July 7, 1740 he was transferred to the post of Nizhny Novgorod vice-governor, combining it with the post of governor of the same Nizhny Novgorod province.
Being already old and weak, from St. Petersburg they send him an assistant - Colonel Nikita Petrovich Astafyev, who also physically did not have time to do things. In clerical affairs of the Nizhny Novgorod province, there was a complete mess. Cases were resolved for many years, even the simplest.
In February 1742, in St. Petersburg, seeing that no one could cope with the chaos of the Nizhny Novgorod province, they appointed the governor - the old but peppy Drutsky, leaving Gagarin in the vice-governors. [one]
