Biography
Born July 31, 1939 in Kazan.
Education
In 1957-1963, he studied at the Kazan Aviation Institute named after A.N. Tupolev , graduating in the specialty "Design and production technology of radio equipment."
In 1971-1974 he continued his studies in graduate school of the Moscow Institute of National Economy. G.V. Plekhanov and in 1974 he was awarded the academic degree of candidate of economic sciences.
In 1992-1994, he studied in the doctoral studies at the Moscow Finance Academy under the Government of the Russian Federation , receiving a doctorate degree in economics in July of that year.
In 2002 he was awarded the degree of Doctor of Philosophy.
Activity
He was elected deputy of the State Council of the Republic of Tatarstan of the fourth convocation (2009-2014). He was a member of the Communist Party faction in the State Council, coordinator of the faction. Member of the Commission of the State Council of the Republic of Tatarstan on compliance with the Rules of Ethics of the deputy of the State Council of the Republic of Tatarstan, member of the commission of the State Council of the Republic of Tatarstan on monitoring the implementation of state projects and programs in the field of education.
