Biography

Born in 1805 in a noble family of state adviser Shabelsky Pavel Vasilyevich and Ekaterina Vasilyevna Rimsky-Korsakova. Russian. The father served as an assistant to the former Minister of the Interior, Prince Alexei Borisovich Kurakin , a large landowner [2] .

Education K.P. Shabelsky was educated at the Imperial University of Moscow . He began his service in May 1821 as a column-leader in the retinue of His Imperial Highness for the quarter-master unit . The rank of ensign was assigned on January 29, 1823. Later he served in the ranks of junior officers : second lieutenant (since December 6, 1826), lieutenant (since April 14, 1829). From July 2, 1832, he was the staff captain in the Olviopolsky Uhlan Regiment .

In the period from October 10, 1832 to April 1836 he was in the service in the Chuguevsky Lancers Regiment . The rank of captain was assigned March 30, 1833.

In the period from April 14, 1836 to April 1838, as adjutant to the commander of the combined cavalry corps, Lieutenant General D. A. Gershtenzweig was transferred to the Bug Ulan Regiment. In December 1836 he was appointed senior adjutant of the duty on the General Staff. Later he was transferred to the service in the Life Guard Ulansky Regiment .

On February 12, 1842, he was fired from military service as a colonel with a uniform.

In the period from April 1851 to January 1857 he was appointed three times the leader of the nobility of the Ekaterinoslav province .

KP Shabelsky set up marinas for transporting grain in the small village of Milost Kurakina, located near Margaritovka [3] . The name Port Caton was given to the village by his son Pompey Katonovich Shabelsky [4] .

Governor of the Chernigov Province

He took the post of governor on May 24, 1857 [5] . Under Shabelsky in Chernigov , a Committee was created to draft a provision on improving and housing the landlord peasants (July 22, 1858 - February 22, 1859), which was engaged in examining the condition of the noble estates, as well as discussing the draft regulation on peasants of the Chernigov province, which were to be published from serfdom . On the closing day of the Committee, a gala dinner was organized in honor of Katon Pavlovich.

In 1859, a telegraph line was built in Chernihiv, which connected it with the largest cities of the country.

In January 1861, the first issue of the journal Chernigov Eparchial News was published. The magazine was published twice a month (in the 1870-1880s - every week). In the same year, the first private reading library was opened in the city, in which there were about 500 volumes of individual publications.

During the years of the governorship of Shabelsky Chernihiv remained a one-story city. The houses are wooden, however, forty of them are stone. In adversity, the streets became impassable, but in the center of the city wooden sidewalks began to appear. The city was lit by kerosene lanterns.

The period of leadership of the province of Shabelsky and peasant riots was marked. It was restless in Sosnitsky , Novgorod-Seversky , Nezhinsky , Gorodnyansky , Chernihiv counties . The ordering in the landowners' estates of Solonina, Sudiyenko, Svechin, Skoropadsky with the permission of the governor was carried out by military teams. Sheets of human casualties are missing.

In February 1861, K.P. Shabelsky resigned. On February 16, a letter of resignation was officially approved.

Further activities

In September 1862, he was again elected leader of the nobility of the Yekaterinoslav province for three years. He was a member of the court staff of the imperial court with the rank of chamberlain. He lived in Taganrog and St. Petersburg .

Family

He was twice married. In her first marriage with Sofia Ivanovna Shidlovskaya, a son was born Pompey [6] .

The second marriage with Nadezhda Savvovna Romanova. Children: Nicholas, Paul and Barbara.
