- According to the results of the tournament in group A: the teams that took first and second places will have the opportunity to play in the top division of the 2020 World Cup .
- As a result of the tournament in group A: the sixth-place team will move to play in group A of the first division of the 2020 World Cup .
- According to the results of the tournament in group B: the team that won the first place will have the opportunity to play in group A of the first division of the 2020 World Cup .
- Following the results of the tournament in group B: the sixth-place team will move to play in group A of the second division of the 2020 World Cup .

- Hungary entered the Top Division of the 2020 World Cup.

Venues for the tournament were determined at the IIHF annual congress, which took place in May 2018 during the World Cup .
The group A tournament was held in the capital of Hungary, Budapest, from April 7 to 13, 2019.
