Donna Edna Shalala ( born Donna Edna Shalala ; born February 14, 1941 , Cleveland , Ohio ) is the eighteenth US Secretary of Health and Human Services . She was president of the University of Miami and the University of Wisconsin , as well as the head of the Clinton Foundation.

Biography
Born in a family of immigrants from Lebanon [3] , father - grocer James Abraham Shaleila, mother - lawyer Edna Smith. She grew up in Cleveland, Ohio. Together with her twin sister, she studied at a technical school, which she graduated in 1958 [4] . She then studied at Western College for Women in Ohio, where she received a bachelor of arts degree in 1962. In 1968, she received a master's degree from the University of Syracuse, and in 1970 a doctorate in philosophy.
Shaleila began teaching at Baruch College and joined the American Teachers Union. From 1972 to 1979 she taught political science at Columbia University [5] . Concurrently from 1977 to 1980, she served as Assistant Secretary for Policy Development and Research at the US Department of Housing and Urban Development under the leadership of President Jimmy Carter .
Shaleila’s managerial experience began on October 8, 1980, when she was elected 10th President of Hunter College, where she worked in this position until 1988. Then she was the head of the University of Wisconsin-Madison from 1988 to 1993 [6] .
From 1992 to 1993, she was chairman of the Children's Defense Fund. January 22, 1993 headed the US Department of Health and Human Services in the administration of President Bill Clinton. She led the ministry for 8 years, which was the longest period in the history of the department. In 1996, Shaleila was the presidential candidate on duty when Clinton spoke with the President's Message. As Minister, she took a tough anti-drug stance [7] . According to the Washington Post , he is the most successful Minister of Health of the modern time [8] .
From June 1, 2001 to August 16, 2015 she was the rector of the University of Miami. From 2015 to 2017, she headed the Clinton Charity Foundation.
