The USA Freedom Act is a U.S. federal law passed in 2015. The law prohibits US intelligence agencies from conducting electronic surveillance of American citizens. The Freedom Act replaced the Patriotic Act , adopted after the September 11, 2001 terrorist attack in the United States and granting the security services almost unlimited rights to eavesdrop on and conduct electronic surveillance. This act expired on June 1, 2015 [1] .

Background
Total reforms to the intelligence system by US intelligence agencies of electronic communications operational data were launched by Barack Obama after the revelations made by former CIA and NSA officer Edward Snowden . Edward released information that caused a great scandal and complicated US relations with its allies. According to information, among the objects of electronic surveillance on the part of the American special services there were also leaders of some states.
Bill History
In October 2013, a bill stipulating the cessation of the total collection of electronic communications data by the American intelligence services was presented in both houses of the US Congress. In May 2015 , the US House of Representatives approved the bill (338 congressmen voted in favor, 88 voted against) [2] .
At the 114th Congress of the United States (2015 - 2016), June 3, 2015, the US Freedom Act, the Senate of the American Congress passed the US Freedom Act (for - 67 votes, against - 32). The then US President Barack Obama immediately after the adoption of the document by the Senate announced that he would sign it as soon as he received it [3] . The president had earlier expressed his support for the bill. A few hours later, the law was already signed by the American president [4] [5] [6] .
