Welsh belongs to the Celtic group of the Indo-European language family; written in the Latin alphabet . The instruction is intended for the transfer of Welsh names and names into Russian and is based on the GUGK Instruction.
When transmitting from Welsh to Russian, the length of the vowels and the stress are omitted. Names consisting of several words in the Russian text are separated by hyphens: Braich y Pwll - Braich-i-Pull. All main parts are capitalized; unions , prepositions and articles - from lowercase. Hyphens and apostrophes present in the original spelling are preserved [1] .
The emphasis usually falls on the penultimate syllable, however, if the stress is indicated, it can fall on any syllable: Llandygái - Llandiga; in compound names, stress is given to all parts of the name, except for articles, conjunctions and prepositions: Bwlch y Sarnau - Bulh-i-Sarnay. If the Welsh name has a hyphen, it indicates that the stress is on the last syllable: Eglwys-fach - Egluis-Wach [2] .
