The license of the SGA for educational activities was terminated in accordance with the order of Rosobrnadzor dated 04/04/2017 No. 693.

The certificate of state accreditation of the SGA expired on April 26, 2015 [2] . As of May 3, 2019, a new certificate of state accreditation has not been received [3] .

Content

History

The President of SGA is Doctor of Technical Sciences, Professor Mikhail Petrovich Karpenko . Rector of the SGA - Candidate of Historical Sciences, Professor Tarakanov Valery Pavlovich. The vice-rector of the SSA was at one time the poet Ruslan Abuevich Akhtakhanov [4] [5] .

Since 1998, a well-known traveler F. F. Konyukhov , who heads the distance learning laboratory in extreme conditions [6] [7] , has been an employee of the SGA.

June 28, 2010 SGA and Microsoft signed an agreement on the creation of the Academic Alliance "SGA - Microsoft IT Academy", according to which IT training centers will be created on the basis of 142 SGA branches in Russia [8] .

In January 2014, Karpenko, in an interview with Novaya Gazeta, reported that a scientific institute of cognitive neurology and a department are working in the SGA, where the “science of education” is being developed - edukology . One of their products - ROVEB, robotic web technology - contains hundreds of intelligent robots, educational, training and monitoring programs [9] .

In July 2014, it became known that Rosobrnadzor banned the admission of students to the SGA due to untimely eliminated violations identified as part of an unscheduled inspection of the department [10] [11] [12] [13] .

On April 26, 2015, the State Accreditation Period issued to her for 5 years expired in the SGA; on April 27, 2015 the SGA submitted an application for state accreditation to Rosobrnadzor. [14]

On June 10, 2015, the leadership of the SGA revoked its application for a certification examination for the accreditation of educational programs a second time. The first withdrawal of the application took place in February 2015, therefore, on April 26, 2015, the state accreditation of educational programs implemented by the SGA ended. [14]

August 24, 2016 Rosobnadzor reinstated from the SGA a license to carry out educational activities. [15]

On April 28, 2017, Rosobrnadzor revoked the SGA license. [sixteen]

SGA Branches

On February 27, 2014, Rosobrnadzor published an official list of 126 educational institutions whose licenses were revoked over the past 6 months. Among them, 53 branches of the Modern Humanitarian Academy [17] .

At the same time, on November 27, 2013, the SGA press service informed the Ekho Moskvy radio station that Rosobrnadzor had not closed its branches. SGA only refused applications to licenses of its branches, since after the entry into force of the new federal law “ On Education in the Russian Federation ” there were changes in distance learning programs [18] .

As of July 1, 2019, the SGA, according to the official website, has 10 branches [19] . However, they cannot conduct educational activities, like the parent institution, in connection with the full revocation of the license [20] for educational activities.

Criticism

According to the program “ Special Correspondent ”, despite the attractive advertising information, the quality of distance learning raises doubts about the effectiveness, because instead of lectures , video broadcasts are conducted, and instead of the usual tests and exams, students pass computer tests . When interviewing graduates in a legal specialty, one student was not able to answer the question of how many articles are contained in the current Constitution of the Russian Federation , and one graduate found it difficult to answer the question about the contents of the first article of the Constitution of the Russian Federation. Also a big question is the premises of the classrooms, which are located in unsuitable places for this. For example, the branch of the SGA in Vyazma occupies a premise “ on a motor depot between the destroyed locksmith shop and the carburetor repair company ”. Moreover, for one semester in 2008, the indicated branch received almost 2 million 520 thousand rubles, which, when calculated for 146 branches for one year of study, amounts to more than 483.5 million in revenue [21] . After checking the commission of Rosobrnadzor , which did not find a single full-time teacher and satisfactory answers from students during the re-examination, the Vyazemsky branch was closed with the wording " for an unacceptably low level of education ." However, on his next visit to Vyazma by the crew of B.I. Sobolev in 2012, it turned out that in the same building of Avtodormehbazy “ between the carburetor repair company and the abandoned locksmith's shop ”, the SGA branch, which, according to its management, received a license, continued to operate normally although there are no teachers and single students attend video lectures [22] .

In October 2013, Echo of the North News Agency, investigating the issue of higher education at the Deputy Governor - Head of the Administration of the Governor of the Arkhangelsk Region and the Government of the Arkhangelsk Region A.K. Andronov, who is allegedly a graduate of the SGI-SGA in the Economics direction [23] , criticized the SGA, defining it as a " rather strange" alloy "of the Soviet technical school and vocational schools with a university " [24] [25] .

Education Research

According to the monitoring by RIA Novosti and the Higher School of Economics , conducted within the framework of the joint project “Public control of university admission procedures as a condition for ensuring equal access to education”, prepared by order of the Public Chamber of the Russian Federation , in 2011 the SGA took the 20th place in the quality of student enrollment in private universities [26] .
