Biography
Born April 4, 1955 in Nelidovo. In 1973 he entered the MIEM , which he graduated in 1978. One diploma seemed to him not enough, and therefore in the same year he entered the Gorky Literary Institute , which he graduated in 1986, at the same time he worked as a researcher at the Institute of Metallurgy from 1978 to 1984. As a graduate of the A. Gorky Literary Institute, he completed his internship at the Literary Newspaper as an observer and remained there until 1992. In 1992, he was elected to the post of head of departments in the Ministry of Culture of the Russian Federation, he held this position until 1997.
Scientific work
The main scientific works are devoted to issues of library policy and the development of information technology in libraries. Author of over 400 scientific papers, several books, and over 100 presentations in Microsoft Office PowerPoint .
