History
Oriental Institute
The history of FEFU began on October 21, 1899 , when the Oriental Humanitarian Institute opened in Vladivostok . The main goal of the institute was to train personnel for administrative and commercial-industrial institutions in the East Asian part of Russia and its adjacent states.
The first director of the Oriental Institute was Professor Alexei Matveevich Pozdneev .
The main subjects studied were the languages Chinese , Japanese , Manchu , Korean and Mongolian . In addition, there were such disciplines as geography , bookkeeping and commodity science , the history and political organization of the eastern states, English and French , and jurisprudence .
Until 1918, the Oriental Institute was the only university in the Pacific suburbs of Russia. But in connection with the needs of expanding the sphere of education in the same year, the first private universities were founded. Among them - the first-born of technical education - the Higher Polytechnic, which became the progenitor of the Far Eastern Polytechnic Institute. V. Kuybysheva (DVPI), and then - Far Eastern Technical University (FSTU). At that time private faculties arose: historical-philological, law faculty, and oriental. All of them were headed by former professors of the Oriental Institute.
Far Eastern State University
In 1920, the State Far Eastern University (GDU) was created on the basis of the Eastern Institute, which included private educational institutions. The GDU was formed on April 17, 1920 by decree No. 220 of the interim government of the Primorsky Regional Zemstvo Council .
The university developed rapidly and soon became one of the largest higher educational institutions beyond the Urals.
On February 20, 1930, the All-Russian Central Executive Committee and the RSFSR NK adopted a resolution on the creation of nine new universities, and the GDU was disbanded for political reasons. The Far Eastern Polytechnic Institute, which in 1992 received the status of a university and became the Far Eastern State Technical University (Far Eastern State Technical University named after Kuybyshev), became one of the nine educated universities.
Far Eastern State University
The Far Eastern State University as the successor of the Oriental Institute-GDU was restored by decree of the Council of Ministers of the USSR No. 1211 of August 29, 1956 on the restoration of the State Far Eastern University , consisting of 5 faculties (physical-mathematical, historical-philological, biological, medical and Roman-Germanic philology) .
In 1957, the Faculty of Natural Chemistry was opened, in 1958 the Faculty of History and Law was formed, and the Faculty of Medicine stood out as an independent university - the Vladivostok State Medical Institute .
In 1964, the Department of Geophysics was created with the Department of Oceanology .
In the 1970-1980s and especially in the 1990s, there was an intensive growth of the Far Eastern State University. Compared to 1956, the university has grown several times; new academic and research units have been added.
In 2006, FENU became one of the 17 winners of the national priority project "Education" [2] in the same year FENU received the Government Prize in the field of quality [3] and became a participant in the scholarship program of the Oxford Russian Foundation [4] .
In 2007, FENU has more than 39 thousand students, 4082 teachers and staff work. The university consists of 22 institutes, one academy, operates 28 branches and representative offices.
In 2009, FENU has more than 41 thousand students, about 5 thousand employees, of which 1515 are teachers, 1058 with academic degrees [5] .
Far Eastern Federal University
The creation of the Far Eastern Federal University was secured by a decree of the President of Russia of May 7, 2008 [6] . It was planned that the new federal university will be located on Russky Island near Vladivostok in a specially constructed complex of buildings for it, as well as in a number of facilities under construction for the Asia-Pacific Economic Cooperation (APEC) summit in 2012. It was assumed that by 2012, about 50 thousand students will be studying at the new university. The federal target program "Economic and social development of the Far East and Transbaikalia for the period until 2013" provides for the allocation of funds for the development of a new university in the amount of 41.75 billion rubles. [7]
On October 21, 2009, Russian President Dmitry Medvedev signed a decree “On the Creation of Federal Universities in the Northwestern, Volga, Ural and Far Eastern Federal Districts,” according to this decree it was planned to create a Far Eastern Federal University on the basis of the Far Eastern State University within 8 months [8] .
By order of the Government of Russia dated April 2, 2010 No. 503-r, the Far Eastern Federal University was created by changing the state-legal status of FENU [9] . However, the status of FENU until the fall of 2010 was uncertain due to the lack of candidates for the rector and senior management. On October 8, 2010, the final choice of the rector was made in favor of V.V. Miklushevsky, and FENU was finally liquidated as a legal entity.
On December 17, 2010, Prime Minister Vladimir Putin signed the FEFU Development Program until 2019. The following development directions were selected as priority: resources of the oceans; energy resources and energy-saving technologies; industry of nanosystems and nanomaterials; transport and logistics complex; economic, technological, cultural interaction with the countries of the Asia-Pacific region and biological and medical technologies.
On January 27, 2011, the Minister of Education and Science of Russia Andrei Fursenko signed an order to unite four universities (the Far Eastern Federal University, the Far Eastern State Technical University , the Pacific State Economic University and the Ussuri State Pedagogical Institute ) into the Far Eastern Federal University. The reorganization process ended on June 1, 2011. [ten]
In 2012, the FEFU campus was completed on Russky Island (for more information on its history, see the corresponding section below). Since 2013, the university has moved to a new campus.
in the territory of FEFU, April 25, 2019
In March 2016, criminal cases of abuse of power were instituted against the rector of the FEFU Sergey Ivanets , vice-rectors Alexei Tskhe and Viktor Atamanyuk. According to investigators, in 2011 between the FEFU and LLC Modern University , a contract was signed for the provision of services for the creation of an Information Technology System for a total amount of over 647 million rubles. Services were supposed to be produced over several years in five stages, the last stage according to the plan should be completed in 2013. From August 20 to September 11, 2015, Sergei Ivanets instructed Vice-Rectors Alexei Tskhe and Viktor Atamanyuk to ensure the preparation and signing of acceptance and acceptance certificates for the fulfillment of obligations under the third stage, and September 15, 2015 instructed the chief accountant, on the basis of these acts, which obviously contain false information on the volume of work performed, transfer funds in the amount of more than 20 million rubles from the FEFU account to the account of the contractor. The criminal actions of the person involved caused significant harm to the FEFU and infringed on the rights of students and teachers. The suspects are placed under house arrest for a period of two months. On March 26, 2016, the vice-rector for the development of the FEFU campus, Vladimir Nikolaev, was appointed by the Ministry of Education and Science as the acting rector of the FEFU. [11] .
Since 2016, FEFU has been headed by Nikita Anisimov . On August 18, 2016, by order of the Minister of Education and Science Dmitry Livanov, he was appointed Acting Rector [12] [13] . On December 14, 2017, by order of the Prime Minister Dmitry Medvedev, he was appointed rector of the FEFU for a term of one year [14] [15] , from December 14, 2018 he was reassigned to this post for a term of five years. [16] .
On April 25, negotiations between Russian President Vladimir Putin and DPRK leader Kim Jong-un were held on the territory of the FEFU campus. In connection with the latter's visit, enhanced security measures were taken on campus [17] .
Structure
Schools and departments
Instead of the existing three-level structure “institute-faculty-department”, a two-level system “school-department” was created at FEFU. Since 2017, a new two-tier system “school-department” began to be introduced at the university, which involves the creation of departments on the basis of departments of close scientific focus (for 2019, organizations of this system were fully introduced only at the School of Biomedicine and the School of Arts and Humanities of the Far Eastern Federal University, in other schools single departments created). The main innovation of the new structure of the university - the management of educational and scientific activities is mainly transferred to the school level. The basis of the organizational structure of the university is made up of schools - large units independent in the implementation of not only educational, but also scientific and international activities. The second important innovation is the construction of the educational process on the principle of managing educational programs. [18]
At the time of the reorganization of FENU into FEFU, the university included 27 institutes, 1 academy, 47 faculties and departments, 159 departments, more than 400 centers and laboratories [5] [19] .
After joining the Far Eastern State Technical University, TSEU and the USPI Institute to the FEFU (FENU), several schools were formed as part of the united university (the FEFU units received this name) [20] . Subsequently, their composition changed, the FEFU schools are listed below as of 2019:
- School of Engineering (IS)
- School of Biomedicine (BWM)
- School of Arts and Humanities (SHIGN; established in 2018 by combining the School of Humanities (SHGN) and the School of Art, Culture and Sports (SHIKS))
- School of Natural Sciences (SHEN)
- School of Pedagogy (SP) - in Ussuriysk, formed on the basis of the former Ussuri State Pedagogical University.
- Oriental Institute - School of Regional and International Studies (VI - SRMI; until 2014 - School of Regional and International Studies, SRMI; renamed in honor of the Eastern Institute , which FEFU considers itself to be a successor) [21] .
- School of Law (S).
- School of Economics and Management (SHEM).
- School of Digital Economics (SCE; opened in 2018) [22] .
The educational areas in which students of the School of Engineering, the School of Natural Sciences, the School of Biomedicine and the Oriental Studies at the Oriental Institute are studying - Schools of regional and international studies are considered priority and based on this, students receive an increased state academic scholarship [23] .
The structure of the university includes 18 academic departments and 92 departments, united in 9 schools.

Russian Island Campus
History
Work on the construction of the FEFU campus began on April 28, 2009 [38] . Initially, it was planned to build only 5 buildings (administrative and educational, the construction of dormitories was not provided), but as a result, 23 buildings (residential, administrative and educational) were built. During the construction, incidents occurred several times: for example, in July 2010, in one of the buildings under construction, they found the body of a worker who was shot from an assembly pistol. In September 2011, a worker fell from a height, received numerous injuries and died in an ambulance. Repeated fires occurred: one occurred in September 2010, the following year two fires occurred, one of which destroyed the workers' dormitory. 2012 was also marked by several fires. But in general, the construction of the facility went according to plan, and in 2012, as expected, it was commissioned [39] .
In 2011, a plan was announced for the construction on the Russky Island, next to the FEFU campus, of low-rise housing for employees of the FEFU and the Far Eastern Branch of the Russian Academy of Sciences [40] . As of 2019, this project has not been implemented, since the deadlines for housing delivery have repeatedly been postponed [41] .
On September 8–9, 2012, a summit of Asia-Pacific Economic Cooperation (APEC) was held in Vladivostok at the new FEFU campus in Ajax Bay on Russky Island . The island is connected with the mainland of Vladivostok by a bridge over the Eastern Bosphorus .
The construction of the new campus began in April 2009, the Crocus company, owned by Russian businessman Aras Agalarov, became the general contractor for the construction . The built-up area is 200 hectares, the area of real estate being built is 500 thousand m² [42] .
Device
- Южная группа корпусов (общежития) — 3 корпуса (с номерами 9, 10 и 11), построенных по другому плану, нежели Северная группа;
- Президентский номер (только для гостей кампуса, студентам не предоставляется);

Criticism
Since the moment of scoring, the idea of combining four universities has been criticized by the scientific community, faculty and students [100] .
The appointment of the Deputy Minister of Education, Vladimir Miklushevsky, as the rector of the university was perceived as a “call of the Varangian,” since the radical transformations of the universities carried out by the new rector changed the long-running structure of the university. [101] .
Starting in 2015, FEFU guards received the right to demand bags for examination from students [102] . This caused criticism not only from students, but also from university teachers [103] . A similar inspection procedure is maintained as of 2019.
Separately, it is worth mentioning the shortcomings of the FEFU campus and the activities of the companies that manage it, which have repeatedly been criticized. For the first time, this criticism was voiced already in 2012: when the first students settled on the campus, they found that the rooms provided to them were in extremely unsatisfactory condition due to the fact that previous residents had parties in them with drinking alcohol [43] . It was also mentioned that in a number of campus rooms the furniture is covered with mold and fungus [104] . After the students were massed on the campus, the main object of criticism was rusty tap water, which the students received the ironic name “ fantasy ” [105] . An examination conducted in 2014 revealed that this water exceeded the norms of the content of harmful substances allowed by SanPiN by more than 60 times [106] . The problem received a great public outcry in the region, and Governor Vladimir Miklushevsky was also forced to admit it [107] . The problem with poor-quality water was completely resolved only by 2015, when the first stage of the main conduit to the island was carried out.
The next object of criticism for the campus is the large amount of payment for a hostel, which often approaches the size of a scholarship, is equal to or even exceeds it, which does not give a significant number of students the financial opportunity to live on a campus without having to work in parallel with their studies. So, as of 2012, the minimum cost of a bed on the campus was 2300 rubles, the maximum - 10 000, despite the fact that the size of the scholarships ranged from 8000 rubles (for an excellent student with priority) to 1300 rubles (for a good student from a non-priority direction) [23] . A similar situation persists at the present time, adjusted for some growth (due to inflation) of both scholarships and the size of payment for a hostel.
The university is often criticized for providing campus space to people who have nothing to do with FEFU. So, in the summer of 2012, 3,000 police officers were deployed on campus, in preparation for the APEC summit [108] , and since 2013, Admiral club hockey players have been living on campus [109] . It is also worth noting that every summer, because of the Eastern Economic Forum held on campus, students who want to stay for the summer in Vladivostok are forced to move to city dormitories (with worse living conditions) or rent an apartment. This situation arose in 2016 due to the fact that during the first WEF a year earlier the forum guests did not have enough places in hotels [110] , after which the problem was solved by allocating FEFU campus space under the WEF and evicting students from there.
Great inconvenience for students is provided by the climate of Russky Island, on which the campus is located. The Russian climate, compared to the mainland, is much sharper - in the summer it is usually very hot on the island, but in winter (and often at other times of the year) large winds blow from the sea, knocking people down. These winds cause the greatest damage to the campus buildings - the lining repeatedly flied from them and the roof broke [111] [112] [113] .
It is criticized that the campus is disconnected from the city, the overcrowding of buses [114] connecting it with the city, as well as the fact that these buses stop working after 22 hours, which makes it extremely expensive (due to the need to call a taxi) to return home students who remain in the city after this term. The inhabitants of the island repeatedly made petitions to the city authorities, which collected thousands of signatures, with a request to solve this problem, but at the moment the problem is still relevant [115] .
In March 2019, a rally of FEFU students took place, dissatisfied with the high level of noise emanating from the museum and theater complex being built near the university. During the construction, the Law "On ensuring peace and quiet of citizens in the territory of the Primorsky Territory" was violated, which prohibits any noisy work near people's places of residence after 22:00. [116] .
