Elections to local Councils of Deputies of the Republic of Belarus of the 22nd convocation were held in June 1995 by a majoritarian electoral system .

The most inactive elections in terms of citizen participation in the entire history of Belarus’s independence. These were the first and last elections over which there was no deliberate control by the executive branch (the so-called “presidential vertical”), which essentially ignored them.
The beginning of the confrontation between the President and the Supreme Council , the formation of the “vertical” of the executive branch, multi-round parliamentary elections and a referendum on pressing socio-economic and political issues led to the political apathy of citizens who found it extremely difficult to navigate in such conditions.
Media at all levels almost ignored the election, printing only lists of election commissions and registered candidates. The elections were held in the so-called "Summer season" and the Catholic holiday of the Holy Trinity . As a result, the turnout in the first round amounted to about 48.1% of the total number of voters. According to the law, it was believed that elections were held if more than 50% of voters came to them.
As a result of the first round, 94.7% of the deputies of the rural Soviets were elected, 73.2% - of the village, 48.5% - urban in the cities of regional subordination, 17.5% - district in the cities, 29.5% - urban, 8, 5% - district, 44% - regional councils. In Minsk, elections were not held in any constituency. In Vitebsk, from 45 city districts, elections were held in only one.
The second vote was attended by 61.3% of voters. With 28,244 constituencies, elections were held in 24,330; in 853 constituencies, elections were held, but candidates were not elected.
As a result of two rounds, a significant part of the local Councils was not selected until the quorum was present. At the end of November, an attempt was made to elect local Councils, but the attempt was also unsuccessful.
