Abdukhalil Abdukhamidovich Abdujabbarov (born April 6, 1975, Sairam District , South Kazakhstan Region ) is a Kazakhstani Islamic figure. Islamic preacher is takfiri . Known as “Sheikh Khalil” and “Teacher Khalil”. According to an expert in the field of religious studies and religious extremism, Professor of ENU named after L. Gumilyova , director of the Institute of Geopolitical Studies Asylbek Izbairov, “Sheikh Khalil” is “the godfather of takfirism in Kazakhstan” and “bears direct responsibility for all manifestations of this ideology in Kazakhstan, including the attacks of recent years” [1] .

Biography
Born April 6, 1975 in the Sairam district . Ethnic Uzbek [2] .
He studied Islam in a mosque. Then he studied at the Islamic University of Pakistan , Islamabad , which he graduated in 1999. Then he returned to Kazakhstan, taught at the Kuwait- financed Society for Social Reforms, Kazakhstan-Kuwait University in Shymkent [2] .
In 2003 he moved to Atyrau . There he taught in a madrassah at one of the mosques. In addition, he assisted in the construction of the Attakua Mosque, advising on Arabic inscriptions. In November 2003, “Sheikh Khalil” was accused of “evading a religious association from registering and violating the rules for conducting religious events” (Article 375 part 1 of the Code of Administrative Offenses of Kazakhstan), but failed to prove the charges. In the summer of the same year he moved to Uralsk , a possible reason for this was pressure from the authorities [2] .
After the move of “Sheikh Khalil” to Uralsk, according to law enforcement agencies, there was an increase in the followers of Salafism in the city. In January 2006, “Sheikh Khalil” and his family went on a hajj to Saudi Arabia, having arrived there, he decided not to return to Kazakhstan due to fears of persecution. Despite the preacher’s move, his popularity in Kazakhstan remained high. Even more fears of the authorities regarding the preacher intensified after the lectures of “Sheikh Khalil” were digitized and posted on the Internet. In 2007, Bekbolat Tleukhan, a member of the Kazakh parliament who personally knew “Sheikh Khalil,” suggested that he return to Kazakhstan, promising to solve them in case of problems with the security agencies, contacting President Nursultan Nazarbayev through the latter’s nephew, but “Sheikh Khalil” refused [2] .
On December 20, 2015, “Sheikh Khalil” was arrested by the Saudi authorities at the request of Kazakhstan [2] . In February 2017, he was deported to Kazakhstan [3] .
In August 2017, “Sheikh Khalil” was found guilty of “Inciting social, national, tribal, racial or religious hatred that entailed serious consequences” and sentenced to 8 years in prison, Abdujabbarov himself did not plead guilty [4] .

Ideology
According to the prosecutor’s statement during the trial of Abdujabbarov, Sheikh Khalil “called for Muslims who don’t read the prayer to be called“ kafirs ”and not to buy meat from“ kafirs ”, and also called for jihad.” At the trial, Abdujabbarov argued that, contrary to the charges against him, he “did not oppose traditional Islam,” since “at that time the concept of“ traditional Islam ”was not enshrined in Kazakhstan [6] .
