Biography

O'Leary was born in Limerick , but was raised in Corkov, where he studied at Cork University College, and received a honors degree in history and Latin in 1949. He subsequently studied at DPhil at the Nuffield College in Oxford, as the first student to be led by the pseudologist David Butler. While studying his Ph.D. degree, he worked in a number of educational institutions in London.

His dissertation was published as the Elimination of Corruption in the British Elections, 1868-1911 (Clarendon Press, 1962), and that same year he was appointed professor at Queen's University of Belfast in Northern Ireland. In 1979, he was a professor of political science, which he denied before. He was the first Catholic to head the department at the university, and explained that when he was appointed in 1960, he saw the queen as part of an allied organization. According to the obituary, written by Bernard Crick, o'Leary suffered from alcoholism, as a result of which he was often not at the university, and his colleagues had to cover him. In one city, he lived in hotels and apartment buildings, rather than at a fixed address.

In addition to his Ph.D. dissertation, O'Leary's main publications were about Belfast: an approach to the crisis. Studies of Belfast Policy, 1613-1970 (With Ian Budge, Macmillan, 1973), Northern Ireland Assembly, 1982-1986: Constitutional Experiment (with Sydney Elliott and G. Wilford, Hurst, 1988) And controversial issues in the English-Irish language, 1910- 1921 (With Patrick Mome, Four Courts, 2004). He planned to begin work on twentieth-century Irish politics, but that never happened.

Despite being from Ireland, O'Leary developed an interest in alliance and was an advisor to the Ulster Defense Association. He subsequently wrote an article on the independence of Northern Ireland at the request of John McMickale. During the 60s and 70s, he was a regular media commentator regarding Northern Ireland. At his advanced age, he served as vice chairman of the campaign against abortion around the eighth amendment to the Irish Constitution, which introduced a constitutional ban on abortion. This made him confront many feminists.

O'Leary died on September 7, 2006 after a short illness. He is buried in Ambey Timolege Cemetery in Cork County.
